Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Support to Health Sector Strategy II (S2HSS II). GIZ is supporting the Ministry of Health and Population (MoHP) to implement the Nepal health sector strategic plan through S2HSS II. The overall goal of S2HSS II is to strengthen the capacities of the institutions responsible for social health protection and healthcare provision of the population. S2HSS II covers three major areas of work in Nepal:

  1. The institutional capacities to guarantee the financial sustainability of the national health insurance scheme run by HIB are enhanced.
  2. Municipal evidence-based health sector management has been improved with the collaboration of representatives of vulnerable women and marginalized groups.
  3. The institutional capacities of state actors to network digital information systems within the health service have been enhanced.

Qualification And Skills

  • Possesses adequate professional training (Logistics and safety) and proven work experience (guide, travel agency, security company)
  • Excellent knowledge of country geography and districts. Available for intensive travel throughout the country. Physically fit
  • Excellent communication skills and diplomacy
  • First-aid training is a major asset. Conversant with modern telecommunication equipment (e.g. satellite phones)

General Functions:

Under the direct supervision of Liaison Officer, the incumbent will assist with the following tasks:

  • Travel extensively throughout the country with the Liaison Officer to identify and evaluate road situation, local accommodations, telecommunication coverage, local authorities, medical facilities, helicopter landing sites, etc
  • Assist in the regular analysis of local district situation (safety and general atmosphere of areas of deployment)
  • Ensure translation/interpretation from/into local Nepalese idioms for the LO
  • Assist in identifying best deployment routes and hot spots to avoid. Conduct reconnaissance trips prior to observer movements
  • Assist the LO in the support of deployed observer teams (logistics, local needs, troubleshooting technical problems (computers/phones), accommodation), including emergency intervention. Support observer teams with respect to their movements, communications, accommodation, safety ad security
  • Assistance in local driver training (EOM driving rules, vehicle maintenance, safe driving)
  • Intervention in case of natural disaster, car accident or illness of deployed observers. Implementing trauma and first aid kits and devices
  • Intervention and support in case of vehicle technical issues
  • Reporting daily to the headquarters SOC
  • Other tasks as assigned by the LO or Security Expert

NOTES:

  • All positions are open to men and women with no discrimination
  • For all positions, a good linguistic competence (spoken and written) in both English and Nepali is mandatory
  • All candidates must have sufficient computer skills to operate with electronic mail, word processing, public presentation and spreadsheet software.
  • Flexibility required. Work is expected on occasions both in the evenings and weekends or even public holidays
