Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites suitable professionals to apply for the Project “Sustainable Electric Transport for Nepal” (SET4NPL).

The SET4NPL project was developed by GIZ and the Global Green Growth Institute (GGGI) and aims to: 

  1. Demonstrate the benefits of Electric Micro- and Minibuses (EMBs) to Public Transport Operators (PTOs) and convince them to adopt EMBs in their fleets.
  2. Support the replacement of internal combustion engine (ICE) powered microbuses (11-14 seats) and minibuses (15-25 seats) with EMBs.
  3. Encourage widespread reform towards electric vehicles (EVs) and improved public transport by developing and implementing viable business and financial models for EMBs in Nepal.
  4. Facilitate the usage of imminent oversupply of domestic hydropower and reduce the import of fossil fuels and reduce the trade deficit.

The goal of SET4NPL will be to support and facilitate the deployment of 3,500 EMB support packages including e-ticketing machines, GPS devices, vehicle immobilizers, and LED panels, as well as optionally charging stations, maintenance contracts and 3-phase NEA electricity connection applications. Additionally, SET4NPL will support the GoN and relevant stakeholders and develop and set-up a charging station and e-ticketing ecosystem. This will lead to a direct GHG mitigation of 1,65 million tCO2e and indirect mitigation of 3,5 million tCO2e over the lifespan of EMBs.

SET4NPL is funded by the Mitigation Action Facility (www.mitigation-action.org). The Mitigation Action Facility evolved from the NAMA Facility in 2023 as a go-to platform for providing technical support and climate finance for ambitious mitigation projects with an aim of decarbonizing key sectors of the economy and society. It continues to fund ambitious climate change mitigation projects to implement Nationally Determined Contributions (NDCs) and long-term strategies (LTS) that are central to meeting the Paris Agreement goals.

Position: Advisor/ Junior Advisor (Note: This position may be filled by Advisor or Jr. Advisor depending on suitability of applicant)
Duty Station: Kathmandu 

Responsibilities

The project is active in the sectors of public transport and electric mobility and is partnering with multiple stakeholders such as government authorities, official institutions, donors and development partners, private banks, PTOs, EV suppliers, the supplier of charging stations and an e-ticketing ecosystem and other stakeholders. Many of the project activities require technical expertise in the sectors of electric vehicles, charging stations, public transport, financing, documentation & reporting, stakeholder management, and project management.

Therefore, the project intends to hire an expert to provide technical and qualitative input in these fields.

The position holder is responsible for:

1. Technology-specific work:

Routinely and independently review and research the latest developments, regulations and standards as well as local and international market developments regarding:

  • Electric mini- and microbuses (EMBs);
  • Accessories of the EMB package including e-ticketing machines and connected software, GPS device, vehicle immobilizer, LED panel;
  • EV charging stations and Nepal’s public EV charging network; 
  • Public transport systems;
  • Relevant financial and business models; and
  • Financial products of banks for EMBs and other EVs dedicated to PTOs and other user groups.

2. Drafting, development, and review of technical documents:

Reports, Terms of Reference (TORs), guidelines, briefing documents, presentations, training materials, technical standards, regulations, policies, etc.

3. Stakeholder management including private and government stakeholders:

Meet and engage with project stakeholders such as EMB suppliers, supplier of charging stations and e-ticketing ecosystem, PTOs, banks, NEA, ministries, government authorities, and other development partners to foster exchange and collaboration towards a successful project implementation.

4. Project management:

Responsible for completing activities on time and on budget; coordinate, manage, and support project activities and keep track of project deadlines and align activities accordingly; support of and cooperate with the internal team, external consultants/contractors, and project stakeholders; advise on technical project-related topics for a continuous improvement of SET4NPL’s framework and support mechanisms.

5. Other supporting work and tasks as required.

Required Qualifications and Experience

Educational Qualifications:

  • A bachelor’s degree in electrical engineering, transport studies, management or other relevant fields.

Professional Experience:

  • Minimum 3 years of professional experience working as an engineer, technician, manager or other relevant professional experience.
  • Technical knowledge about and interest in electric vehicles, charging infrastructure, public transport, infrastructure planning, and related regulations and financial products.
  • Experience in project management; go-getter mentality.
  • Good communication and networking skills; positive and proactive team-player; out of the box thinker;
  • Experience in drafting and reviewing documents such as reports, TORs, guidelines, briefing papers, presentations, training materials, technical standards, regulations, policies, etc.

Language Proficiency:

  • Proficiency in Nepali equivalent to level C2
  • Business fluency in English equivalent to level C1
