REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable and qualified individuals for Local and Provincial Economic Development (LPED)/ Green Resilient Agricultural Productive Ecosystems (GRAPE). LPED/GRAPE is a joint Nepali-German Programme under the guidance of the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLCPA), Government of Nepal with Technical Assistance by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union and Finland. The overall volume of the project is 18,35 Mio. EUR. 

The overall objective of the Programme is that framework conditions for local economic development in selected (rural and urban) municipalities and value chains at local and provincial level are improved. 

The Programme has four output areas:
(1) Economic governance 
(2) Action research 
(3) Rolling-out 
(4) Scaling-up 

Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Innovation and knowledge management 

Tasks

1. Advising and backstopping the programme team

  • Develops concepts and ToR on activities relevant to the FA 1
  • Backstops project activities to be implemented by the field team
  • Support the strategic and operation planning and budgeting of programme activities
  • Provides technical advice to the component manager, the programme manager and the field team on governance-related processes and issues
  • Supports the development of programme approaches (including in the context of sector networks)

2. Advising the partner institution(s)

  • Assists and monitors the development and implementation of programme plans and activities in close consultation with counterparts 
  • Contributes to preparing and implementing coordination processes and joint programme 
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s area of activity
  • Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives

3. Networking and cooperation 

  • Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other programmes to improve and maintain good working relationships
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme 

4. Knowledge management

  • Ensures knowledge transfer to programme information
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures
  • Draws up reports and presentation documents
  • Prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • Assists with research activities and studies on policy issues which benefit joint programmes

5. Coordination tasks

  • Assists with general programme planning and develops programme concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation
  • Coordinates relevant programme activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects 
  • Ensure technical quality of governance related content
  • Compiles the relevant information for joint activities and assignments
  • Handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, programme progress review, reporting) 

Required qualification and experience:

  • Masters/MSc in an area that is related to the programme objectives (political sciences, governance, public administration, rural development), with a focus on local governance
  • At least 5 years’ professional experience in a comparable position
  • 3 years of working experience in advising governance processes in Nepal
  • Ability to analyse complex contexts and to handle them proactively and effectively
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of Nepalese and English, working knowledge of German is an advantage
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
