Job Description

TASKS AND RESPONSIBITIES:

1. Manage the budgets of the base with the cooperation of the Admin HoD and Field Co.    

  • Check the Base budget
  • Edit with Program Team the monthly BFU
  • Communicate BFU to the PMs and to the administrator teams on the bases

2. Supervise the Base accounting in cooperation with the Finance Officer

  • Ensure the implementation of standard ACF Admin procedures for the bases
  • Supervise the invoice checking and filling as well as the double monthly filing 
  • Physically check the cash counting on the bases
  • Supervise the accounting, extra accounting and expatriate data entering in SAGA (if required)
  • Check and edit the monthly accounting bundle

3. Manage the base treasury in cooperation with the Admin HoD and Project managers

  • Check and consolidate the cash forecast for the bases
  • Control the project’s cash level on a monthly basis 
  • Analyse monthly the difference between: BFU forecast, Cash Forecast and real expenses

4. Manage the project of implementing SAGA at base level in cooperation with the Admin HoD

  • Set up the implementation strategy and planning
  • Implement SAGA in accordance with the strategy and planning
  • Train the finance at base level
  • Follow up the implementation at base level

5. Ensure the implementation of the standard ACF Admin procedures at base level

  • Report and analyse the lack of accordance with the standard ACF Admin procedures
  • Propose solution in cooperation with the Admin HoD

6. Follow up on financing and the financial risk

  • Supervise the preliminary audit of donors financing contracts
  • Support the Admin HoD on the follow up on payments of contracts signed in the field
  • Support the Admin HoD on the follow up of financial risks

7. Promote and ensure financial collaboration and coordination with base local partners:

  • Participating in the process of selecting local partners and validating the financial risk analysis provided by the bases
  • Defining with local partners the modes of financial and budgetary management in the framework of joint projects
  • Validating the financial and budgetary aspects of partnership conventions and agreements
  • Taking full advantage at base  level of all innovative practices in the field of financial and budgetary management in partnerships
  • Review and compile the monthly accountancy of the local partners and their cash request and send it to capital

8. Manage the HR team in the base

  • Day-to-day management of his/her team (guidance, follow-up, motivation)
  • Evaluating the performance and developing the skills of his/her team members

9. Provide Human Resources management

  • Implementing and applying the mission's Human Resources policy at base level
  • Implementing the mission's Human Resources procedures at base level and monitoring their application
  • Social dialogue at base level in collaboration with the Field Coordinator 
  • Supervising the recruitment of staff in accordance with procedures laid down at mission level
  • Contributing to the development of the training plan for local employees in base level together with the Head of Human Resources Department and supervising its implementation
  • Ensuring that the individual assessment interviews for base staff take place according to the established timetable
  • Carrying out disciplinary proceedings and dealing with disputes at the base with the validation of the Head of Human Resources Department
  • Dealing with staff representative : structuring and organising meetings, elections and other  activities
  • Providing support to Managers in the resolution of Human Resources problems

Contract Type        :  Fixed Term Contract
Contract End Date     :  31st December 2016
Basic Salary per month    : NPR 93192 plus (accommodation allowance which depends on localized/delocalized   staff, transportation allowance, provident fund benefit and festival bonus)
Duty Station        : Nuwakot
