Human Rights Awareness Centre (HURAC-Nepal) Rolpa established in 1997 is a non-profit making, non- patrician and leading Nepali non-governmental organization (NGO) working in the areas of rural development, human rights and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development. Its major interventions are towards pro-poor and pro people policies and practices through rural development (livelihood, education, protection, health and sanitation, forest, soil conservation, environment), advocacy, campaign, lobbying, networking, research and awareness rising for people's empowerment. In the campaign, advocacy and lobbying fronts, HURAC has been continuously embarking on the fundamental rights of the children, economically poor, socially excluded and environmentally vulnerable sections of the societies. HURAC believes in result-oriented struggles of the people against poverty, hunger and socio-economic injustices.

HURAC has hereby invites application from interested and qualified candidates for the following full-time positions for the KOICA/UNFPA funded Safe and enabling environment for adolescent girls and young women (SAFE-Girls) Project implementing by Human Rights Awareness Center (HURAC-Nepal) Rolpa in partnership with PLAN International Nepal to working in the different local level of Rolpa and Kaplavastu Districts. Safe Girls project aims is the adolescent boys and girls in and out of school reached with information and tools to make their own informed decisions related to their body, life and world through comprehensive sexuality education and the Rupantaran life skills programme.

Location: HURAC's project office at Lumbini Province area and mentioned palikas

Position: Admin and Finance Officer

Contract Period : The project period is 1st Jan 2024 to 31 Dec 2027
However, the initial contract period of staff will till the end of March 2025 (Possibility of extension as per the fund availability).

Qualification and experiences:

Bachelor's degree in management with minimum of 2 years of relevant work experience and Master’s degree with 1 year of relevant experiences on Financial, Logistics and Administration function.

Main responsibilities:

  • Maintain accounting systems and procedures according to general accounting principle.
  • Ensure that accounting records are clear, transparent and with a proper evidence and in accordance of organization and donor’s requirements.
  • To submit monthly Financial Report and Fund Request (Hard & Electric copy) to PLAN International Nepal as per donor requirements in time.
  • Responsible for making payments to all vendors, suppliers, consultants.
  • To make correct accounting entries in software FAMAS.
  • To keep track & filling of all financial records, both electric copies and hard copies in place.
  • Handling petty cash and making periodic reconciliation.
  • To handle tax compliances with Government and other concerned departments;
  • Reconciliation of staff advances and making necessary entries.
  • To resolve and correction accounting discrepancies and irregularities, ensuring that all bills submitted by staff are legitimate and correct.
  • To assist PC for budget planning along with forecasting.
  • Monitor and ensure programme and administrative spending are in line with agreed budgets, identify potential programme under or over-spends.
  • To deal with bank and carry out monthly bank reconciliation.
  • Assist during Internal/External/Statutory/Donor Audits and organizational renewal process.
  • Maintain fixed asset register and get signed the verified list by end of financial year and as per Donor requirement.
  • Administer employee files and other files and records in order to ensure accurate payment of benefits and allowances - review personnel records: [Staff contracts, leave reports, training, time sheet, travelling documents.
  • Provide needed support during meeting/workshop/visits.
  • Work closely with Budget Holders/PC & develop annual procurement plan of PLAN funded programme as per logistic guideline of Organization & follow the procurement plan.
  • Prepare & update qualified vendor list and maintain record on performance of the vendor in yearly basis.
  • Keep updated him/herself about market dynamics, verify market rates during each of the procurement process
  • Perform all other project tasks as instructed by line managers and respective executive board members.
