Job Description

Accounts and Administrative Officer will be responsible for managing BRAC Nepal’s Finance, Administration and Human Resource. The person will also be responsible to supervise and advise financial management of partner NGO’s. S/he needs to provide support and guidance to Country Representative on financial management and control, budgeting, procurement, banking, human resource and reviewing the financial reports of implementing partner organisations. The person will work closely with the Finance focal at BRAC International (BI) and ensure reporting and submission of all statutory reporting timely and effectively. 

Finance:

  • Support Country Team in preparing the financial proposal with the support of Program and BI Finance, HR and Administrative teams
  • Coordinate with government and other stakeholders
  • Produce variance report and analysis for all expenditures
  • Report monthly, quarterly with variance analysis to CR, BI, donors and SWC
  • Manage tax, audit and account related functions
  • Manage payroll and cash for organisational purpose
  • Ensure all expenses are compliant with the budget allocated
  • Orient partner NGOs on financial management, reporting and tax
  • Maintain liaison with external and internal auditors to ensure clean reporting

Administration

  • Administer the BRAC Procurement Guidelines – 2012
  • Ensure that supplies are made timely to the country staffs
  • Guide administrative assistant in transport, hotels and venue arrangement
  • Make sure that the fund is properly utilized for any kind of procurement

Human Resource:

  • Conduct and monitor Performance Management Systems of all staffs timely
  • Identifying training needs of team members and facilitate the training process
  • Keep all staff leave and attendance record
  • Maintain all staff personal files, checklist and track contract details
  • Support in recruitment procedure, contract renewal procedure
  • Coordinate other HR functions

Work closely with Country team

  • Work with Country Team for the financial proposal
  • Inform Country Team on budget status, variance on timely basis

Others:

  • Updating risk register on half yearly basis and submitting to BI
  • Work with an internal audit on a need basis
  • Work with IT team for improving the quality of Country Accounts and Finance
