Position Title: Grants and Subcontracts Manager
Location: Kathmandu, Nepal
Unit: Agriculture, Resilience, and Water
Reports To: Grants and Subcontracts Director

Position Description:
The Grants and Subcontract Manager will be responsible for managing all aspects of Grants Under Contracts (GUCs) and subcontracts, including proposal development, award negotiations, compliance monitoring, budget oversight, and reporting. S/he will collaborate closely with Activity teams, partners, and donors to ensure effective GUC and subcontract administration, adherence to USAID regulations, and achievement of USAID Agricultural Transformation’s objectives.

Essential Responsibilities:

  • Establish procedures and lead procurement related to grants and subcontracts component including development of requests to solicit grant proposals, assessment, award, and approval of grants; bidding process according to USAID and Winrock international procedures.
  • Oversee the conceptualization, development, and delivery of in-kind and cash grants packages to subgrantees.
  • Work with the field staff to ensure proper bidding processes and documentation for all grant-related local purchases.
  • Provide advisory support to grants recipients with finalization of project descriptions, action plans and budgets before signing grants agreements.
  • Draft grant agreements with grants recipients.
  • Establish effective communication and cooperation with grants recipients on project implementation, reporting, information sharing and further work planning.
  • Ensure financial management compliance among grantees.
  • Coordinate with other members of the field team, particularly Field Officers, to ensure timely delivery of appropriate grants items, including technical assistance, and in-kind materials related to community mobilization needs.
  • Train grantees on how to manage grants and small projects.
  • Develop and maintain grants training manuals and materials.
  • Identify and share best practices of implementation and management of grants at local and national levels.
  • Prepare monthly reports on the status and results of grant project implementation.
  • Manage the grants cycle for funding private sector businesses and other entities.
  • Assist in designing and implementing a comprehensive grant monitoring and evaluation system.
  • Participate and lead the planning, implementation, and follow-up of grant opening meetings, monthly grant review meetings, budget management (Budget vs Actual) meetings and grant close-out meetings in collaboration with relevant stakeholders.
  • Monitor and support the use of grants management tools such as GUC Manual and database to ensure accurate tracking of opportunities and grants reporting.
  • Provide capacity building support to local partner organizations, including reporting and proposal development related mentoring and training.
  • Participate in and contribute to project Gender Equality and Social Inclusion (GESI) and Diversity, Equity, Inclusion and Accessibility (DEIA) initiatives.
  • Ensure proper and efficient grant monitoring and evaluation, and grant close-outs. 
  • Ensure a safe and equitable workplace, create opportunities, and offer support to women and those from disadvantaged groups.
  • Perform other duties as assigned.

Qualifications and Requirements:

Education: Preferably master’s degree in a relevant field such as financial management, financial analysis, financial planning, or accounting.

Required Experience and Skills:

  • Minimum 6 years of relevant experience, particularly in financial management of large complex development projects, preferably donor funding.
  • Demonstrated experience with Quick Books and other accounting software.
  • Supervisory and/or management work experience including: (1) direct supervision of professional staff; (2) quality evaluation of staff performance and deliverables; and (3) contract/cooperative agreement management (required).
  • Ability to set priorities, multi-task.
  • Strong analytical and computer skills, with emphasis on budgeting and financial analysis.
  • Excellent organizational skills.

Language: Strong communication skills, fluency in Nepali and English required.
