Position Title: Finance Director
Location: Kathmandu, Nepal
Unit: Agriculture, Resilience, and Water
Reports To: DCOP/ Operations; (with dotted line reporting to the Senior Director-International Controller) 

Position Description:
The USAID Agricultural Transformation Finance Director will be responsible for overseeing all financial aspects, including budgeting, financial reporting, and compliance with USAID regulations and Winrock policies. S/he will lead financial planning, monitor expenditures, manage cash flow, and ensure accurate and timely financial reporting to stakeholders. The Finance Director will also collaborate with the USAID Agricultural Transformation teams to develop and implement detailed financial strategies that support Agricultural Transformation objectives and sustainability goals.

Essential Responsibilities:

Compliance: 

  • Ensure compliance with USAID and Winrock policies, regulations and procedures governing the Activity. 
  • Oversee the development and implementation of financial management systems and processes required to support project implementation, ensuring compliance with USAID and Winrock policies and regulations.
  • Ensure a safe and equitable workplace, create opportunities, and offer support to women and those from disadvantaged groups.

Financial Management

  • Ensure that project budget projections, expenditure, tracking and reporting are in accordance with USAID and project requirements, procedures, and practices for compliance and audits.
  • Create and maintain financial reporting and tracking systems and provide regular financial performance updates on project activities; secure guidance from the Regional Office as needed
  • Ensure accuracy, completeness, and timely submission of monthly financial reports (FOVs) and wire requests to the Regional Office and HQ within deadline. 
  • Manage project banking procedures and transactions, both online and physical checks; and coordinates with HO-Treasury on banking signatories’ enrollment, changes or updates
  • Ensure that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Winrock’s policies and procedures, especially financial policies and procedures. 
  • Provide training to staff on project procedures and build skill levels of project staff in financial management.
  • Supervise the VAT refund processes and ensure timely submission of VAT report to USAID, and monitor refund from IRD. 
  • Manage internal and external audit of the project, and coordinate with the other projects in Nepal and the Regional Office for the annual consolidated audit of Nepal projects.
  • Manage weekly uploading of vouchers, financial reports and other financial documents on Winrock’s official project filing (OPF) site.
  • Maintain/organize hard copies of financial records in secure location ensuring these records are readily available during operations review and audits.
  • Attend the finance regional calls as scheduled by the Senior Director-International Controller
  • Coordinates with the Regional Office for the monthly closure of the QuickBooks accounting system
  • Coordinates with the Nepal Country Representative Office for any taxation and other statutory requirements of the Government of Nepal

General Project Management

  • Contribute to monthly and quarterly reporting processes, to enable the Chief of Party to provide regular status and progress reports to USAID and Winrock International. 
  • In collaboration with the Chief of Party, coordinate with the home-based project management team to assure that all financial matters are communicated, and actions comply with the provisions of the Contract and with USAID. 
  • Carry out all other assignments as directed. 

Qualifications and Requirements:            

Education: A post-graduate degree in business administration, finance, accounting, management, or another relevant field (CA preferred). 

Required Experience and Skills: 

  • Minimum 8 years of relevant experience, particularly in financial management of large complex development projects, preferably with USAID or other donor funding. 
  • Demonstrated experience with Quick Books and other accounting software.
  • Experience managing financial transactions on USAID-funded programs preferred and familiarity with USAID regulations and procedures.
  • Supervisory and/or management work experience including: (1) direct supervision of professional staff; (2) quality evaluation of staff performance and deliverables; and (3) contract/cooperative agreement management (required).
  • Ability to set priorities, multi-task.
  • Strong analytical and computer skills, with emphasis on budgeting and financial analysis.
  • Excellent organizational skills.

Language: Strong communication skills, fluency in Nepali and English required.
