Position Description:
The USAID Agricultural Transformation Finance Officer position will support the Director of Finance in ensuring high-quality, integrated, and effective finance and related support services. The position will be responsible for supporting all financial aspects of the USAID Agricultural Transformation, including budgeting, financial reporting, and compliance with donor and organizational policies. S/he will support in leading the financial planning, monitoring, and analysis, ensuring efficient use of resources and timely reporting to stakeholders. The Finance Officer will collaborate with the USAID Agricultural Transformation’s teams to develop and implement financial strategies aligned with goals, manage audits, and provide guidance on financial risk management. S/he will also mentor and supervise finance staff, promoting a culture of financial accountability and transparency.

Essential Responsibilities:

  • Make entries of all financial transactions (DV/RV/JV) into Quick Books after reviewing adequacy and compliance of the documents with Winrock policy, procedures and USAID rules and regulations.
  • Carry out initial review of transactions’ backup documents (hardcopy, DocuSign) of staff, grantees, consultants, subcontracts, consortium partners, vendors and all taxes prevailing as per local laws.
  • Prepare S2B/checks for all disbursements after careful examination of Winrock’s bank regulation and DOA.
  • Maintain cordial relationship with the Bank in relation to Winrock banking operation.
  • Prepare for submission of accounts receivable, accounts payable, advance aging and VAT receivable statement on a monthly basis.
  • Prepare monthly financial reports (FOVs) and wire request to HQ within deadline.
  • Prepare responses to Winrock Regional Office concerning queries on monthly reports (FOVs).
  • Upload scanned hardcopy FOVs review and upload weekly to share point.
  • Prepare and maintain all filing of financial records in a systematic way.
  • Prepare VAT entry in excel and IRD diplomatic system and make follow up with IRO for reimbursement.
  • Incorporate changes in the accounting and reporting system as directed by Winrock International from time to time.
  • Ensure all the taxes are deducted at source and deposited in the correct revenue account of GON in a timely manner.
  • Prepare and maintain ETDS records on a regular basis and obtain verification from Inland Revenue Office in a timely manner.
  • Liaison with Tax office, Metropolitan office and PF & CIT office if any issues arise related to income tax, rental tax, PF and CIT deposits.
  • Review and initiate budget/expenditure approval process against request from field, subcontractors to WI management in absence of Finance Director.
  • Work closely with HR department in reviewing monthly payroll, payroll variance, severance accruals, leave accruals, and TDS computation in absence of Finance Director.
  • Assist Finance Director in preparation of draft accrual reports to be submitted to USAID.
  • Provide QB refresher training to Finance Staff and WI’s other project as required.
  • Generate monthly expenditure data in terms of Codes, task and budget heads as required by WI management.
  • Prepare and provide Grants Ledger with details disbursement report weekly to Grants Team.
  • Provide finance related documents/information to auditors during the internal/external/donor audit and assist reporting officer in preparation of audit response.
  • Carryout functions regarding opening of office related as well as staff's bank account.
  • Assist Finance Director in all matters pertaining to financial issues.
  • Ensure a safe and equitable workplace, create opportunities, and offer support to women and those from disadvantaged groups.
  • Carry out other duties assigned.

Qualifications and Requirements:

Education: Bachelor’s degree in management, business administration, or relevant field.

Required Experience and Skills:

  • Minimum 4 years of relevant experience, particularly supporting management of organizational or donor-funded project budgets.
  • Demonstrated experience with Quick Books and other accounting software.
  • Strong computer software competencies, particularly in Microsoft Office.
  • Experience providing capacity building training and working on cross-functional and multi-cultural teams.
  • Willingness to travel within Nepal for short-term assignments.
  • Strong communication skills, fluency in Nepali and English required.
