Position Title: Human Resources Director
Location: Kathmandu, Nepal
Unit: Agriculture, Resilience, and Water 
Reports To: DCOP/Operations

Position Description:
The USAID Agricultural Transformation Human Resources Director will be responsible for leading and overseeing all aspects of human resources management, including recruitment, onboarding, performance management, training and development, employee relations, policy development and implementation, and ensuring compliance with labor laws and organizational policies. S/he will work closely with senior leadership to develop and implement HR strategies aligned with Winrock’s goals, foster a positive work culture, and support employee engagement and retention efforts.

Essential Responsibilities:

  • Lead and roll out HR policies (including employment policies) in compliance with Winrock policies, USAID/contractual requirements, and Nepal labor law.
  • Lead an efficient, timely, and transparent recruitment process including selecting, orienting, and training new employees.
  • Coordinate recruitment in collaboration with the COP, home office managers/coordinators and PAC TA team as applicable.
  • Conduct required employee security and reference checks as applicable. 
  • Ensure Diversity, Equity, and Inclusion in the project team including working closely to ensure that D&I is embedded in HR processes.
  • Establish and foster positive relationships with employees and managers at all levels of the project while maintaining extreme confidentiality.
  • Lead on Intern (trainee) hiring process.
  • Implement, and maintain an up-to-date Human Resources Information System (Dayforce), including leave management, timesheet, e-learning, performance reviews, and employee records management.
  • Ensure accurate tracking of leave in Dayforce system, maintain up-to-date records of project staff at the Official Project Filling Site (OPF) and assist in periodic salary review/survey/analysis.
  • Coordinate with Finance Admin holder on vendor ID number requests for new staff and payroll information as needed.
  • Ensure that staff performance appraisals are carried out in a timely manner via Dayforce.
  • Update the Employee Handbook regularly and communicate it and other HR policies to staff, including communicating job expectations and enforcing systems, policies, and procedures. 
  • Liaise with the Winrock Regional PAC Business Partners and home office personnel on HR related issues e.g. employment agreement amendments, employee relations, terminations, and policies.
  • Provide management coaching and support line managers on employee-related issues such as performance management, employment law, employee relations (grievance and discipline), and terminations.
  • Manage processes related to disciplinary actions, the Code of Conduct, new contracts, promotions, etc., and ensure employees’ files are always auditable as per Winrock standards and USAID requirements.
  • Lead on processing LTTA and STTA USAID approval process and COP approval of all Agricultural Transformation staff members and consultants.  
  • Responsible for processing RFP, and STTA services as per approved ToR; facilitate process and documentation for approval.
  • Work closely with sub-contractor HR personnel and advise on HR plan, implementation, and process
  • Coordinate domestic benefits renewal process, including working with brokers and vendors (health insurance and other required social benefits). 
  • Lead on preparing HR report.  
  • Ensure a safe and equitable workplace, create opportunities, and offer support to women and those from disadvantaged groups.
  • Carry out other duties assigned.

Qualifications and Requirements:

Education: Master’s or equivalent university degree in Management, Business Administration, or relevant field.

Required Experience and Skills:

  • At least eight years of experience in a managerial role related to project human resources management. INGO experience is strongly preferred and/or experience on donor-funded projects.
  • Excellent leadership and team collaboration abilities.
  • Understanding of Nepal labor laws and compliance regulations.
  • Experience maintaining Human Resources Information System management.
  • Strong skills in conflict resolution and facilitating dialogue among staff and counterparts experiencing disagreements or difficulty working together.
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives.
  • Demonstrated ability to maintain discretion and work with highly confidential and/or protected information required.
  • Ability to handle routine administrative tasks and operational issues.
  • Ability to multitask in a fast-paced environment with strong attention to detail, organization, and time management. 
  • Should be a person of high integrity, and commitment to organizational values and principles.
  • Knowledge of Microsoft 365.
  • Strong communication skills. Fluency in Nepali and English required.
