Sustainable WASH for All in Nepal (SUSWA) is a WASH project funded by the Government of Nepal (GoN), the Government of Finland (GoF) and the European Union, implemented in and with selected municipalities in the Karnali Province. Niras Finland is the technical advisor.

SUSWA follows a Human Right Based Approach (HRBA) Gender Equality, Social Inclusion with focus on disability, and climate resilience are cross-cutting objectives, governing the design and implementation of the project, ensuring that everyone is included throughout.

The project adopts a twin track approach of 1) mainstreaming GEDSI in all project plans and activities to ensure GEDSI responsive WASH implementation and equal access and participation, and 2) targeted special activities for dignified menstruation management (DMM) and disability inclusion (DI) to address specific forms of harmful social norms, stigma and barriers that prevent women and girls and persons with disabilities accessing WASH and DMM on an equal basis with others.

In order to achieve the above, SUSWA needs to review and update the five-year “Gender Responsive and Disability Inclusive Plan” documents of 5 of 8 fast track municipalities and organise workshops on Inclusive Policy Analysis and Planning in 7 of 13 new project municipalities to formulate the Gender Responsive and Disability Inclusive Plan in these municipalities. It is critical to follow-up and monitor the implementation status of the plans.  Therefore, SUSWA assists the municipalities in Gender Responsive Budgeting, following the guidelines and coding system of the Government of Nepal. Finally, the project supports the municipalities in the development of Dignified Menstrual Management policies and annual work plans. 

The SUSWA project is looking for a short term GEDSI Service Provider to facilitate the above mentioned processes in close collaboration with the project’s Gender, Disability, and Social Inclusion Specialist and the Local Governments of project municipalities.  

The expected outputs of the assignment include: 

  • The Gender Responsive and Disability Inclusive Plans of the assigned 5 fast track project municipalities reviewed and updated
  • “Inclusive Policy Analysis and Planning” workshops organised and Gender Responsive and Disability Inclusive Plan formulated in 7 assigned new project municipalities 
  • Follow-up and assist the municipalities in the GRB process, including activity coding 
  • Dignified Menstrual Management Policy consultation workshops organised in the 12/21 municipalities 
  • WASH Unit mentored for follow-up of implementation of the Gender Responsive and Disability Inclusive Plan.
  • Report on Gender Responsive and Disability Inclusive Planning of assigned municipalities produced and provided to SUSWA.

The service provider is expected to provide detailed reports on each of the above-mentioned deliverables according to SUSWA’s reporting guidelines.

Required Qualification and Experiences

  • A master’s degree in social science, behavioral science, gender studies, development studies, or related subjects.
  • Minimum 5 years’ experience in the sector of gender and social inclusion, including experience in the WASH sector.      
  • Strong skills in inclusive training/workshop planning and facilitation Knowledge of issues related to dignified menstrual hygiene management and menstruation-based discrimination in Karnali. 
  • Knowledge of the legal provision of gender mainstreaming in Nepal.
  • Knowledge on Gender Responsive Budgeting (GRB) and government (MoF) policies for GRB at local level including GRB coding standards.
  • Knowledge of sectoral and periodic planning.
