Technical Support Cooperation to the School Education Sector (TECSES) is a teacher education project in Nepal, supported by Finland and the European Union. The project is implemented by HY+, a company fully owned by the University of Helsinki that offers continuing education and development services.

TECSES aims to improve teacher education through collaboration with Nepal’s Ministry of Education, Science and Technology (MoEST), as well as provincial and local governments, and universities. The project places particular emphasis on promoting equity and inclusion in education.

TECSES will be implemented at the level of both policy and practice. At the policy level, the project will support the development and strengthening of teacher education for both pre- and in-service teachers, in partnership with the MoEST and universities. At the practical level, TECSES will work with provinces, local governments, and schools to strengthen teacher support systems, improve teachers’ pedagogical skills, and support school improvement to make learning more inclusive and equitable for all children. 

We operate in Karnali, Sudurpashchim, and Madhesh provinces.

Focusing on human rights, progressive values, expertise, and sustainability, TECSES works to ensure access to quality education for every child.

TECSES is funded by Finland and the European Union and will run for five years, from 2024 to 2029.

Job description:

The purpose of the position is to assist CTA and financial manager in project administrative and financial management in Kathmandu as well as support the provincial offices in communications and reporting their financial activities to Kathmandu PSU.  Financial assistance´s work is based in Kathmandu but includes regular communication with provincial offices.  Financial assistant reports directly to the financial manager. 

Main duties: 

  • Assist financial manager in ongoing project administrative and financial management tasks in Kathmandu PSU and communicates them regularly with the financial manager
  • Collaborate and collect documents for payment from admin, procurement function, project employees and other cost centers. Supports the administrative assistant in Kathmandu in financial part of procurement activities.
  • Review collected documents, check calculations, ensure type of invoices and conduct first stage of local and donor compliance review.
  • Prepare accounting voucher and submit for review and approval from relevant authorities.
  • Release staff advance based on approved advance request form or other set mechanism as required. Review reimburses expense Claim and advance settlement from the project staffs.
  • Supports and communicates with the provincial coordinator, provincial admin and finance assistant in regular field financial activities and reporting. Assist project team for making reimbursements to participants of program activities, training, workshop etc.
  • Cooperates with the administrative assistants in Kathmandu and the Provinces in concerns of budgeting and reporting the costs of the organized meetings and events and ensures their final reporting to financial manager in PSU Kathmandu
  • Assist Payroll calculation, carry out monthly payments and upload required information into social security fund and Inland revenue department. Assist to collect and filing monthly timesheet for auditing purpose.
  • Upload vouchers, invoices and supporting documents into accounting software and initiate payment process in a timely manner.
  • Perform banks, receivable, payable reconciliation and submit to Finance Manager on monthly basis. In cooperation with the financial manager compiles required financial reports on regular bases as per requirement at Kathmandu PSU and HOC/ HY+
  • Assist on facilitation of Audit process as and when required basis.
  • In addition, the employee is expected to perform any task reasonably assigned by the line manager.

Qualifications:

  • Education: Minimum bachelor´s in accounting, finance
  • Minimum 3- year successful experience in similar responsibilities in international organizations in Nepal
  • Strong knowledge in Nepalese accounting regulations, laws and Generally Accepted Accounting Principles (GAAP)
  • Practical experience in account, finance, taxation, procurement and administration.  
  • Familiarity with accounting software, advanced Excel and MS Office skills. Advanced user of accounting systems. 
  • Strong communication, coordination skills and ability to work with a wide range of individuals.
  • Strong organizational skills, attention to detail and ability to work both independently and collaboratively with colleagues across the organization
  • High motivation and ability to work in multicultural settings
  • Fluent in spoken and written English
