Position: Economic Governance Advisor
Duty Station: Dhangadi
Responsibilities:
1. Technical Support and Advisory
- Develop strategies and plans for implementation of inclusive and climate-friendly economic governance activities and its approaches.
- Provide technical guidance to municipalities on local economic development planning and budgeting and support municipal governments with climate budget coding (CBC) and gender- responsive budgeting (GRB)
- Facilitate the implementation of Business Climate Surveys at municipal level
- Help set up business help desks in municipalities and provide ad hoc support, where needed
- Prepare and implement joint activities with municipal and provincial governments
- Develop policy briefs and analysis.
2. Partnerships and Stakeholder Engagement
- Liaise with provincial and municipal government counterparts, private sector actors, associations, cooperatives and development partners to enhance coordination and program impact.
- Facilitate public-private dialogues and multi-stakeholder engagements to promote green and inclusive economic governance.
- Establish and support Communities of Practice (CoP) to facilitate knowledge sharing.
- Organise field visits of colleagues, donors, political partners, media and implementing partners
3. Capacity Building and Institutional Strengthening
- Design and deliver training modules to design and implement business-friendly plans, budgets and policies that promote investment in inclusive and climate resilient agriculture.
- Support in the certification process for business-friendly municipalities, aligning with national and provincial economic governance frameworks.
4. Monitoring and Knowledge Management
- Ensure effective planning and programming of project activities and their implementation, monitoring and reporting.
- Provide technical inputs to assessments, conduct impact and feasibility studies.
- Ensure effective knowledge management by documenting, analysing, and sharing best practices and lessons learned
5. Gender and Social Inclusion (GESI) Mainstreaming
- Ensure project interventions are aligned with GIZ’s GESI strategy, promoting gender- transformative approaches in economic governance.
- Support in developing and maintaining gender-sensitive monitoring frameworks to track progress, measure the impact of gender mainstreaming initiatives, and identify opportunities for improvement.
Required Qualifications and Experience
Educational Qualifications:
- Master’s degree in social science, politics, economics, international development, or a related field.
Professional Experience:
- At least 5 years of professional experience in a comparable position
- Experience in establishing and facilitating collaborations with stakeholders including ministries, municipalities, private sectors, CSOs and development partners
- Demonstrated expertise in local economic development with a focus on gender- responsive and climate-resilient strategies.
- Proven track record in facilitating public-private dialogues and strengthening local governance.
- Strong expertise in gender-transformative approaches to economic and organizational development
- Excellent knowledge of computers, including MS Office (Word, Excel, Mail, and Power Point)
- Field experience
