National Indigenous Women Forum (NIWF) was founded in 1998 aiming to make development programs for women and indigenous peoples successfully; to organize and empower indigenous women from local to national levels on common issues of women; and work for equity and equality by having common objectives on women’s common issues. There are not only common problems and issues of indigenous women and other women and also of indigenous women and indigenous men but also distinct problems and issues that are unique to indigenous women. Therefore, the National Indigenous Women Forum (NIWF) was established to support and raise awareness of indigenous women, to intensify advocacy for securing rights of indigenous women and indigenous children, and to run programs with focus on advocacy, training, discussion, interaction, study and research. NIWF supports indigenous women to be an equal partner in the national development.

Background

The National Indigenous Women Forum (NIWF) was established in 1998 to promote the rights, voice, and leadership of indigenous women in Nepal. NIWF advocates for gender equity and equality, strengthens the capacity of indigenous women at local, national, and international levels, and facilitates programs focused on advocacy, empowerment, research, and capacity building. Recognizing the importance of demonstrating impact, ensuring accountability, and improving program effectiveness, NIWF seeks to develop a comprehensive Monitoring and Evaluation (M&E) Policy and Tools tailored to its vision and mission.

Purpose of the Assignment

NIWF is currently implementing a project titled “Engaging Citizens and Local Governments in Preventing Gender-Based Violence through Social Norms Transformation” across three municipalities: Simikot in Humla District, Kapilvastu Municipality, and Yashodhara Rural Municipality in Kapilvastu. The initiative is being carried out in partnership with the Nepal Dalit Network (NDW) and the Nepal Muslim Women Welfare Society (NMWWS). The main objective of this assignment is to develop a comprehensive and effective Monitoring and Evaluation (M&E) Policy, along with user-friendly tools, that align with the goals and context of the project. This policy will enable all stakeholders to consistently track, document, and report on project performance, outcomes, and long-term impact. By establishing a robust M&E system, NIWF aims to strengthen its ability for results-oriented planning and data-driven decision-making, ensuring that programs remain relevant, effective, and aligned with the organization’s broader strategic objectives

Objectives

  • Develop a user-friendly M&E Policy aligned with NIWF’s strategic goals and values.
  • Design practical M&E tools and templates for use across programs and projects.
  • Build the capacity of NIWF staff and stakeholders on M&E concepts, frameworks, and tools.
  • Recommend data collection, analysis, and reporting mechanisms, including gender-sensitive and culturally appropriate indicators.
  • Conduct Monitoring and Evaluation report for the project.
  • Develop Data Protection policy for three organizations.

Scope of Work

The consultant will:

  • Review NIWF and consortium partners existing strategic documents, reports, and data collection practices.
  • Conduct consultations with key all three organizations to understand M&E needs.
  • Develop an M&E Policy including objectives, principles, framework, roles, responsibilities, and processes.
  • Design M&E tools (e.g., log frames, indicators matrix, reporting templates, data collection tools).
  • Pilot selected tools and refine based on feedback.
  • Conduct a capacity-building session for NIWF staff on the M&E Policy and tools.
  • Provide recommendations for institutionalizing M&E practices.
