Consultant– Feasibility Study of Electric Public Transport

As vehicle emission a major contributor to air pollution in Kathmandu Valley, USAID Clean Air is seeking to identify and promote innovative solutions to promote cleaner transport within Kathmandu Valley, together with municipalities, civil society, and private sector. In this context, Changunarayan Municipality has requested USAID Clean Air to conduct a feasibility study for operating electric public transport within the municipality using small vehicles and has identified seven potential routes.

Under an agreement with FHI 360 Nepal, the consultant will to work closely with local governments and private sector trading/selling EV and providing EV transport, repair and maintenance services to assess the current situation of EV segment and its human resources in Kathmandu Valley including existing gaps, make necessary recommendations of required actions for developing human resources required to the fulfil demand of rapidly growing EV segment under transport sector in Nepal and design courses for EV technicians.   

Key Responsibilities

  • Study the technical feasibility of operating electric public transport in Changunarayan. The study should assess the most suitable type of electric vehicles for the given terrain, viability of different routes, road infrastructure, charging infrastructure and bus stops. 
  • Conduct a financial feasibility of operating electric public transport by considering capital and operating costs and the estimated revenues.
  • Assess the appropriate business model for operating the electric public transport in a sustainable manner. The assessment should suggest the role of different institutions involved in the initiative, including municipality and private operator. 
  • Consult with all key stakeholders, including municipality representatives, private operators, electric vehicle suppliers, and potential users of public transport. 
  • Organize a meeting together with USAID Clean Air and the Changunarayan Municipality where key stakeholders will discuss the findings of the study and on the way forward.
  • Submit a final report incorporating the inputs gained during the half day workshop. 

Qualifications

  • Master’s Degree in engineering, management, or any other relevant field with 3 years of work experience in electric vehicles. 
  • Good knowledge of the transport sector and human resource development for electric vehicles.
  • Good analytical skills and networking skills to engage with key stakeholders.
  • Good command in oral in both Nepali and English languages.
