Central R&D Lab Development Strategy Expert

MKCL is seeking an experienced Central R&D Laboratory Development Strategy Expert to lead the planning, technical design, and phased development of its new Central R&D Laboratory encompassing both a Product Development Laboratory (agri-chemicals, herbal, and food products) and a Central Diagnostics & Analytical Laboratory (PCR, GC/LC, HPLC, residue testing, and quality assurance).

Key Responsibilities

A. Laboratory Strategy & Planning

• Develop an overall laboratory development strategy and phased implementation roadmap.
• Define laboratory functions, workflow systems, and operational structure.
• Align laboratory systems with MKCL's commercial goals and regulatory requirements.

B. Product Development Laboratory

• Develop strategies and operational systems for agri-chemical product formulation and testing.
• Design systems for herbal extraction, standardization, and quality management.
• Develop food product development, food safety, and shelf-life study frameworks.
• Establish pilot-scale product development and validation systems.

C. Diagnostics & Analytical Laboratory

• Develop technical recommendations for PCR and molecular diagnostics.
• Design operational systems for GC/LC, HPLC, and analytical chemistry.
• Establish pesticide residue, contamination, and heavy metal testing protocols.
• Develop quality assurance, biosafety, and laboratory workflow systems.

D. Infrastructure, Equipment & Quality Systems

• Recommend laboratory layout and infrastructure requirements.
• Develop phased equipment investment plans.
• Recommend analytical instruments, utilities, and support systems.
• Develop SOP, quality management, and accreditation readiness frameworks.
• Ensure compliance with national regulatory and biosafety standards.

E. Human Resource & Business Sustainability

• Assess staffing and technical competency requirements.
• Recommend organizational structure and training systems.
• Identify commercially viable testing and analytical services.
• Recommend partnership and operational sustainability strategies.
