Program Background:

Disability Prevention and Rehabilitation Program is a community-based model of inclusive development implemented in direct partnership with the provincial government of Province No.1 and local governments. The goal of the program is to prevent avoidable disabilities and improve quality of life of children and adults with disabilities and their families through community-based rehabilitation. It works to strengthen community support systems for the achievement of these goals.

Purpose of the Position

The Manager for program is expected provide program leadership and support the overall program planning, implementation, reporting, monitoring & evaluation including research, capacity building of team and stakeholders. The position will also play a key role in collaborating with all levels of management and contribute in devising, implementing, monitoring, and reviewing program and organizational strategies

Required qualifications and experiences:

Education and experience

  • Master’s Degree in Public Health from recognized institution with minimum 4 years of work experience in maternal and child health programs

Skills and Abilities

  • Good analytical and research skills
  • Advanced computer skills specifically in Microsoft Office Package - Excel, Word, PowerPoint, Access
  • Excellent spoken and written communication skills and fluency in Nepali and English
  • Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range stakeholder
  • Good knowledge of project cycle management and development
  • Ability to work under pressure
  • Self-starter with a high degree of initiative
  • Proficient in information technology and previous experience of using IT in health programs preferred

Key responsibilities

Leadership and Management

  • Share collective responsibility for delivering organizational objectives, through active engagement and collaboration with team at all levels in the organization
  • Work as part of the Management team to share innovative ideas and improve program and organizational operation, recommending, supporting and implementing continuous improvement activities and process and procedure improvements to optimize results and improve quality of delivery
  • Be a role model for effective and positive leadership which is ethical, result-driven and future-oriented

Planning 

  • Lead compilation of annual and trimester plans upon its submission to central office by Provincial Office, share it with M&E central and directors for review and finalize it
  • Develop necessary plans and strategies for the program based on the federal, provincial and local dynamics 
  • Submit compiled plan of Disability Prevention and Rehabilitation Program (Trimester, Annual) to Deputy Director and Executive Director upon its review in collaboration with M&E department

Implementation

  • Provide necessary technical and managerial support to the province and district team in implementation of Disability Prevention and Rehabilitation Program 
  • Play an active role in design and implementation of health awareness and advocacy activities in close coordination with Training and Leadership Development Section
  • Lead the advocacy and lobby activities at Federal level under the supervision of Executive Director and in conjunction with communication & Advocacy Officer on issues of disability prevention and rehabilitation at the Federal and Provincial level
  • Facilitate different induction, orientation and capacity building/training sessions targeted to KFN team members and Community Based Rehabilitation Facilitators

Coordination, Communication and Representation

  • Establish strong collaborations and linkages with key line ministries and departments both at Federal and Provincial level besides stakeholders of concern
  • Participate and represent different coordination and collaborative meetings
  • Stay abreast of the program activities in the field and share among the management team on a regular basis
  • Prepare papers and/or presentations of the program and its results targeted to external audiences 

Monitoring, Evaluation and Research 

  • Monitor the overall quality including the timeliness of the conduction of program activities
  • Support M&E in carrying out future projection and its analysis, discuss the projection (forecast) and recommend the implementing team 
  • Extend possible support to M&E Department in enrollment and further operation of Management Information System
  • Participate, together with Monitoring and Evaluation Department, to facilitate the conduction of base-line, midline and end-line evaluations of the program by independent research institution
  • Work, together with M&E Department, to study into one or more components of the program 
  • Conduct regular field and monitoring visits and provide necessary feedback and suggestions to the team and stakeholders
  • Innovate new concepts and ideas to develop program strategies, progress monitoring and IEC/BCC materials
  • Explore and support M&E on ideas like Theory of Change and Key Performance Indicators

Reporting and Documentation

  • Lead the drafting of compiled trimester report upon its submission to central office by Provincial Office, share it with M&E at central and directors for review and finalize it 
  • Ensure its timely submission to funding partner
  • Support Communication and Advocacy Unit to maintain updated documentation of program achievements, challenges, lessons learned, success/failure stories and good practices

Others

  • Get regular update of the new ideas, innovations and development happening around the globe and share with team members.
  • Other responsibilities consistent with the skills and experiences, as assigned by the supervisor

Physical Demands

  • Periodic visits to field offices (province, district) and program areas as and when required
