Job Description

Contract type: Fixed term contract with three months of probation period

Program Background:

Disability Prevention and Rehabilitation Program (DPRP) is a community-based model of inclusive development implemented in direct partnership with the provincial government of Koshi Province and local governments. The goal of the program is to prevent avoidable disabilities and improve the quality of life of children and adults with disabilities and their families through community-based rehabilitation. The program  supports to strengthen community support systems for the achievement of these goals.

Education and experience

  • Bachelor’s degree in Physiotherapy or rehabilitation science from recognized university with at least 2 years of experience in related field

Skills and Abilities

  • Good knowledge about disability, CBR and inclusive community development
  • Counseling skills
  • Ability to lead and work independently.
  • Knowledge and basic know-how for communication with persons with disability & their families 
  • Advanced computer skills specifically in Microsoft Office Package - Excel, Word, PowerPoint, Access
  • Good communication skills in both Nepali and English
  • Ability to work under pressure.
  • Applicants with two-wheeler driving license is preferrable.

Key responsibilities:

Planning

  • Ensure the timely preparation of annual, biannual, quarterly, and monthly plans of CBR theme by Palika in line with the program activities and local scenario and provide needful support for the same.
  • Support the supervisor in preparing the annual, biannual, quarterly, and monthly plans of the district.
  • Ensure rehabilitation goals and plans for every person with disabilities are developed and updated regularly.
  • Provide support to CBRFs to develop plans for needy children/persons with disabilities on the following.

Treatment support plan, i.e., treatment and surgery plan, regular physiotherapy needs assessment plan, physiotherapy service plan, assistive device support plan, assistive device repairing and maintenance plan, excess to health insurance plan, etc. 

Education support plan, i.e., School enrolment plan, home-based education, scholarship tracking plan, academic progress tracking plan, etc. 

Livelihood support plan, i.e., skill / vocational training and progress tracking plan, market linkage plan, disability ID card for all plan, saving and credit mobilization plan, job and/or self-empowerment facilitation plan, etc.

Socialization support plan, i.e., community engagement, meaningful participation, and self-esteem boosting/upliftment plan, etc.

Empowerment support plan, i.e., Milijuli group expansion, engagement, and mobilization plan, OPD strengthening and mobilization plan, 

  • Ensure proper functioning of the basic physiotherapy center of Palika. Advocate for the accessible infrastructure and coordinate with Palika to renovate the old building to make it accessible. 
  • Ensure the approved plan of Palika by the Ministry of Social Development  shared with the Palika authorities, ward office, health workers, CBRFs, and OPD representatives.  

Implementation

  • Assessment of children and adults with disabilities using various assessment tools and provide supervisory support to the CBRFs in collecting and compiling data related to CBR.
  • Support the Palika by providing specifications of standard assistive devices and ensure its timely procurement and distribution. 
  • Facilitate timely medical treatment of children and adults with disabilities.
  • Ensure  proper filling of CBR recording and reporting tools on a periodic basis.
  • Ensure that necessary intervention is provided to children and adults with disabilities.
  • Develop advocacy strategies and conduct awareness program concerning the rights of children and adults with disabilities in the district.
  • Support CBRF to form, mobilize and strengthen OPDs and Milijuli group. 
  • Facilitate and Support CBRFs on assessment of appropriate vocational skills for Milijuli group members, organizing training and linking with training providers.  
  • Facilitate to strengthen coordination and cooperation between CBRFs, Milijuli groups, and OPDs.
  • Support the supervisor in timely organizing district-level activities.

Monitoring and Supervision 

  • Support the Palika for the indicator-based monitoring of program activities and ensure the quality of the program. 
  • Provide onsite coaching to strengthen knowledge and skill of CBRFs.
  • Monitor to ensure proper update of profiles, the record of services, and timely reporting. 
  • Support the supervisor in conducting the review meetings with Partners, CBRFs, and the area office team. 
  • Supervise the work of CBRF to ensure the quality of CBR services. 
  • Coordinate with the program focal person for monitoring and supervising the work of CBRFs. 
  • Cross-verify the profile of persons with disabilities and provide needful mentoring support to the CBRFs for its quality assurance. 

Coordination and Communication

  • Maintain good coordination with the Palika authorities, health facilities, CBRFs, Help Desk Staff, OPDs, and other like-minded organizations. 
  •  Coordinate  with the district coordination committee, district health office, district hospital, and other district-level governmental and like-minded non-governmental organizations.
  • Do prompt communication with the supervisor, line manager, and area office team on challenges, learning, and information on local dynamics, etc.
  • Coordinate with concerned organizations for treatment, assistive devices, livelihood, and other interventions for the rehabilitation of persons with disabilities and support the Palika for the same.
  • Explore vocational training opportunities for persons with disabilities and their family members at the district level and beyond and facilitate between the Palika and (multiple) service providers. 

Reporting and Documentation

  • Compile and prepare periodic reports of the CBR theme. 
  • Keep updated documentation of the program activities, achievements, challenges, and lessons learned. 
  • Prepare and update the line list of; persons with disabilities with disintegrated information, assistive device, treatment, vocational training needy persons, school-going children with disabilities, home-based education needy children with disabilities, job placement/self-employed persons with disabilities, Milijuli group and OPD members / executive committee members, etc. 
  • Maintain proper documentation of CBR-related reports and databases on a regular basis.
  • Ensure all the necessary program-related tools, forms, and formats are available in the district  office and are properly utilized.
  • Share all the reports and updated documents with the supervisor and team on a monthly/quarterly or need basis. 
  • Provide necessary support to the CBRFs and Palika Focal Persons for proper reporting and documentation.

Leadership and Management

  • Take lead  to manage and  implement  of CBR works in the district.
  • Provide technical support to all CBRFs and program focal person of the Palikas
  • Advocate for the accessible infrastructure and coordinate with Palika to renovate the old building to make it accessible. 
  • Build the capacity of CBRFs through short-term training on CBR management and on-site coaching in collaboration with the training and leadership development team.
  • Establish and maintain smooth working relations with authorities (Mayor/Chair, Deputy Mayor/Vice Chair, CAO, Focal Person, In-charge of health section and other sections), health facilities, CBRFs, Help Desk Staff, OPDs, and other like-minded organizations. Advocate for   meaningful participation of persons with disabilities in the different Palika structures.
  • Ensure  meaningful participation of persons with disabilities in the Palika planning process. 
  • Represent Karuna Foundation Nepal in the districts and expand the visibility of the organization and
  • Do as per the instructions of the supervisor. 

Physical Demands

  • Visit Palika office, health facilities  and homes of persons with disabilities as and when required.
