Location: Based in districts (Dolakha, Shindhupalchok) with frequent travel to the VDCs and communities of intervention

BRIEF POSITION DESCRIPTION
Responsible for the plan, survey, design, implementation, follow-up, evaluation of WASH infrastructure construction and rehabilitation activities of Save The Children in one of the districts (Dolakha, Shindhupalchok, Kavrepalanchok, Rasuwa, Nuwakot, Dhading, Gorkha). The post is specifically oriented towards the WASH emergency response/ recovery in the context of the crisis in the district. The post will direct report to district manager and technical report to WASH Coordinator. The position need to special attention on the integration; at planning and implementation of the WASH sector in other core sectors of Save The Children such as nutrition, shelter, food security, health, education, and child protection. The position holder need to work closely with the partner team to ensure the delivery set target activities with good quality on time.
  
MAIN RESPONSIBILITIES
Needs Assessments
Technical WASH needs assessments and participation in the selection of target communities and facilities to be rehabilitated and/or constructed, through technical feasibility studies, household level questionnaires, focus group discussions, facilities and site visits, and interviews with key community members

Program Design and Implementation

  • Conduct detail survey, carry design, estimates, preparation of bills of quantities, specifications, contract development, and quotation review, follow-up and evaluation of activities related to the construction of WASH infrastructure in public institutions and communities, such as:
  • Construction or rehabilitation of sanitation facilities (temporary and permanent latrines, incinerator, refuse pits, soakage pit) 
  • Construction or rehabilitation of drinking water infrastructure (hand dug well wells, boreholes, springs, pipe network, reservoirs, rainwater collection systems)
  • Design, analysis and implementation of drinking water treatment systems and devices
  • Training of community volunteers, members of WASH committees, governmental staff in operation and maintenance of installed systems including latrines, water supply and water treatment
  • Establish technical aspects of the internal purchase orders and tender documents for construction and rehabilitation of WASH facilities
  • Prepare distribution, implementation plan, raised procurement request at district level and follow up with the logistic team for timely delivery of required materials 
  • Quality control of WASH materials purchased, including those by subcontractors
  • General site management and supervision of contractors and Save the Children staff, encouraging community participation, and ensuring safety at the construction sites
  • Design, implement and organize training for construction of small WASH facilities at household level 
  • Follow-up activities of local partners (such as local NGOs or governmental agencies) in the field for WASH facilities construction, participate in agency capacity building

Monitoring, Evaluation, Accountability and Learning

  • Validate work progress and quality of contractors, coordinate with administration and logistics to ensure payment
  • Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists 
  • Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed)

Reporting

  • Weekly report to line manager and technical manager, verbal or written reports whenever necessary

Integration, coordination and cross-cutting aspects

  • Ensure that construction works are integrated with hygiene promotion and community participation to ensure sustainability of the infrastructure built
  • Coordinate WASH construction activities with other local actors at the VDC and DDC level
  • Ensure integration of disaster risk reduction (DRR), gender, child protection, disability, HIV, environment protection and other relevant crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled

QUALIFICATIONS & EXPERIENCE

  • Bachelors in Civil or Structural & at least 3 years of relevant experience (2 years for GSI group)  on planning and implementing WASH activities
  • Experience on construction in humanitarian or development context
  • Organization, coordination and planning skills
  • Strong computer skills
  • Ability to listen and adapt
  • Excellent facilitation and community mobilization skills
  • Good personal skills
  • Knowledge of local language is preferred
  • Excellent knowledge of oral and written Nepali and English languages
  • Nepali national
  • Experience with working with subcontractors/partners
  • Direct experience in the geographical area of intervention of Save the Children 
  • Experienced working with an international NGO

WORKING CONDITIONS
The position holder is expected to be ready for the deployment in any of the affected district(s) at short notice. S/he will normally work unusual hours and are often working in stressful and insecure environments.
