USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Location: Surkhet, Karnali Province, Nepal

Supervisor: Provincial Team Lead

The Technical Program Officer reports to the Provincial Team Lead, and supports the provincial management and Technical Specialists in the management and implementation of project activities. Specific tasks include:

  • Provide technical, logistical and, when required, administrative backstopping to the provincial management team and Technical Specialists in support of project implementation. 
  • Assist with planning, logistical support and documentation for project meetings, training and conferences.
  • Coordinate with Surkhet Based MEL Specialist and the Kathmandu-based Program Officer to ensure that they have up-to-date data on project training for entry into USAID’s TEAMS (training database) and supports submission or project deliverables to USAID’s Development Exchange Clearinghouse (DEC).
  • Maintain a reference library with hard copies of all project documents, including training and workshop reports, event briefs, case studies, technical briefs, consultant documents, project deliverables, minutes of meetings, and activity progress reports. Ensure that there are extra copies on hand for dissemination to counterparts and other stakeholders as appropriate.
  • Support drafting of letters and maintain records of official correspondence between project and local government of Nepal offices, and other key stakeholders. 
  • As required, work with Admin Assistant for logistical arrangements for project staff travel and for in-country travel for international visitors.
  • Provide IT and communications support for project-sponsored meetings and events, helping staff and participants to ensure that connectivity and electronic presentation mechanisms are functioning well. When required, liaise with Kathmandu-based IT Manager to trouble-shoot IT issues in the provincial offices.
  • Assist provincial senior team to compile information, prepare PowerPoint presentations and display project-related information when required. 

Position requires a minimum of 30% travel to SSBH operational areas in Karnali and Lumbini Provinces.

Skills Prerequisites: 

  • Bachelor’s degree in Public Health, Health Administration, or other relevant field 
  • Minimum three years of relevant professional experience in project administration, program management and/or office administration
  • Strong organizational and computer proficiency skills including Nepali typing and expertise in preparing PowerPoint and data management using Excel 
  • Experience with donor-funded international health programs in Nepal highly desirable, USAID experience preferable 
  • Good oral and written skills in English
  • Excellent knowledge and experience with Windows, Word, Excel, PowerPoint, and data processing and graphical presentation software
