KTK-BELT is a 501(c)(3) non-profit organization registered in New York. It aims to catalyze new models of biodiversity conservation and environmental learning in eastern Nepal. Its mission is to work with teachers, farmers, youth, and women to create a ‘Vertical University’
that will span from Koshi Tappu (67 m.) to Kanchenjunga (8,586 m.), the third tallest peak in the world. The idea is to give a framework to local farmers to become ‘professors’ of the Vertical University, to share their indigenous knowledge while conserving threatened species and
landscapes. 

KTK-BELT works with local non-profit motive organizations called ‘Learning Grounds.’ Each Learning Ground, governed by a diverse local Board, owns its own biodiversity-rich conservation land base, which it holds in perpetuity in order to prevent ecosystem fragmentation and deforestation. Local BELT Youth Fellows, trained by KTK-BELT staff, run and administer the Learning Grounds.

Responsibilities:

  • Ensure that the KTK BELT & its local partner organizations are compliant at all times with local, national and international law and best practices and standards of good governance and transparency
  • Provide guidance to KTK BELT & its local partner organizations regarding Federal system & provincial parliament and guide on the challenges & prospects of Federalism in Nepal, which may impact our organization
  • Conduct legal analysis and research on various legal matters
  • Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other legal documents
  • Assist in reviewing the legal material and any other relevant documents and to identify the most important issues that need to be sorted out on a priority basis
  • Undertake a review of existing laws and prepare drafting instructions to KTK BELT & its local partners
  • Assist in renewal procedures of local partner organizations annually and ensure that they are compliant with Company Act 2063
  • Draft Minute of meetings for legal & regulatory compliance of KTK BELT & its local partner organization
  • Assist in legal matters regarding ownership of land by partner organization through acquisition of land in excess of Upper Ceiling with reference to Land Act 2021 Nepal
  • Ensure that KTK BELT & its local partner organizations are compliant with Land Act 2021 Nepal, Land Usage Policy 2015, Environment Protection Act 2053, Environment Protection Rules 2054, Forest Act 2049, Forest Policy 2071, National Wetland Policy 2069, National Park and Wildlife Conservation Act 2029, Forest Rules 2051, and other environmental laws and regulations
  • Undertake a review of the entire body of local laws and prepare guidelines and rules and/or checklists as necessary to guide KTK BELT & its local partners
  • Perform any other legal tasks that may be assigned by the Directors
  • Coordinate with project heads and help to review recent changes in environment related legal instruments in Nepal with the aim of identifying and addressing legal conflicts with project activities

Qualification, Skills and Experience:

  • Master’s degree in Law (LLM) from recognized university with at least 5 years of experience in related field
  • Registered Attorney licensed from Nepal Bar Council
  • Experience/Strong track record in providing legal advice and support to NGOs and INGOs working in biodiversity conservation sector
  • Complete fluency in written and spoken English and Nepalese, and typing skills in both languages

Timing:

Applications must be received by September 15, 2018. The position will be filled by the start of October 2018 and will be for an initial six-month term, with possibility of extension contingent on performance and funding.

Renumeration:

Dependent on qualifications and experience.

Duty Station:

Basically Kathmandu and sometimes visit to eastern region of Nepal when required by project.
