Responsibilities:

  • Serve as the primary investigator and provide technical guidance and strategic support to the assessment team
  • Lead the process of drafting and finalizing the assessment study design, work plan, and data collection tools; the interpretation of the findings; and the oral and written presentations of the findings
  • Work with USAID, including the 225 Working Group (WG), IPs, and LGUs to plan the assessment and logistics
  • Work with the assessment team to allocate assessment responsibilities based on their skills and capacity
  • Support the assessment team members to ensure that all team members fulfill obligations, communications, and deliverables in a timely manner
  • Manage the assessment team’s activities and organize and facilitate team interaction.
  • Serve as liaison between USAID and the assessment team

Qualifications:

  • Five to 10 years of experience in conducting qualitative studies in areas, such as organizational management, governance, development project management, group dynamics, and related topics.
  • Familiarity with Nepal’s federal structure, knowledge about the roles and functions of LGUs, and good knowledge of the nature of the work being undertaken by civil society organizations and development partners funded projects in Nepal.
  • Strong research and analytical skills.
  • Strong team management and supervisory skills.
  • Demonstrated lead writer experience with strong technical English writing skills.
  • Prior experience leading evaluation/assessment teams; excellent skills in planning, facilitation, and consensus building.
  • Excellent interpersonal skills, including experience successfully interacting with host country government officials, and other stakeholders.
  • Strong oral and written communication skills, with extensive report writing experience.
  • Experience of conducting research/assessments in Nepal or the South Asia region is required.
