Purpose: 

The position holder will lead the design and implementation of Plan International Nepal’s SOYEE program in alignment with Plan International’s global results framework under the Area of Global Distinctness (AoGD). S/he is responsible for the delivery and the achievement of agreed outcomes in accordance with the program design. S/he is responsible to achieve a rights-based, gender transformative and inclusive program. S/he will also support influence work approach in program implementation, ensuring efficient technical support to the partners and field team. S/he is responsible for contributing innovation and ensuring lessons learnt are constantly integrated in program interventions, thus continuously improving efficiency and effectiveness. S/he also supports the Girls Agency and Youth Empowerment team at the national level through networking, representation and influencing.

Term and Location: Fixed term employment till 31 August 2021 based in Country Office, Lalitpur.

Required Qualifications & Experiences:

  • Master’s Degree in development studies/ any relevant subject
  • At least 5 years of relevant experience in the sector of TVET, Livelihood and experience of coordination, liaison and networking with private sector organizations in specific tourism and hospitality sector
  • Good knowledge and experiences of market analysis and job placement 
  • Experience in capacity building, training and facilitation to partner organizations
  • Commitment to children’s rights, particularly on the rights of girls and young women and men
  • Proven knowledge of youth employment issues and contemporary practices in Nepal, Asia and across the world 
  • Clear  understanding of governments policies, programs and priorities related to youth employment
  • Understanding and knowledge of government private sector policies and programs in vocational/skill training and job placement
  • Project management experience
  • Knowledge & understanding of Plan’s vision, mission values
  • Clear knowledge and understanding of gender transformative agenda and its application in the rural context
  • Understanding project development and management in participatory process
  • Conflict-sensitive project management
  • Different options and possibilities of the program and financial operations

Key Responsibilities:

  • Coach partner organization and staff on the overall aspect and delivery of the project
  • Support partner organization and staff in all stages of project implementation including developing eligibility criteria, participant selection, aptitude test, vocational skill training, soft skills and job placements following decent work principles
  • Together with the partner organization and actors of the tourism sector, develop a mechanism/process for the continuous recruitment of disadvantaged young women in the workforce of the trekking companies, hotels and restaurants
  • Ensure that project learning is captured and included reflected in improved project delivery and shared with the Plan International global working group
  • Ensure outcome level data is tracked and available to inform future program and influencing
  • Prepare and submit reports as per the donor and Plan’s requirements
  • Lead on all future project designs under SOYEE for Plan International Nepal, utilizing best practice from Plan International globally and within Nepal
  • Ensure that future designs include the voices of key stakeholders, including partners, government and youth
  • Finalize the influencing agenda and plan for Plan International Nepal within the SOYEE program area
  • Develop and nurture collaboration with the Trekking Agencies Association of Nepal (TAAN), Hotel Association Nepal (HAN) and/or Restaurant and Bar Association Nepal (REBAN)
  • Liaise with government, civil society organizations and private sector agencies in promoting youth employment
