Job Description

Scopes of Services 

The overall Scope of the Construction Supervision Services will include, but not limited to, the following:

General

  • Review all the detailed engineering design, drawings and specifications for its correctness and safety prior to the start of civil works. Submit a report on the findings and propose modifications or corrections to any defects or omissions
  • Provide accurate and timely feedback to CMC and CSS on the various aspects of the project including schedule, progress, quality, cost implications and troubleshooting
  • Monitor progress of the construction works, identify quality issues and potential causes of delay and advise CMC of suitable corrective actions in a timely manner
  • Clarify any omissions, discrepancies or deficiencies in the design, drawings and specifications to ensure suitable revisions or other additional information to be provided to the Construction Contractor to complete the work
  • Proactively assess and report the necessity of any modifications/design changes and need for change orders
  • Co-ordinate site visits by USAID and CMC as and when required in coordination with Social Mobilization Team of CMC
  • Issue relevant site instructions to the Construction Contractor to give direction on problems resulting from field conditions
  • Assist CMC in reviewing change requests and claims
  • Prepare the Non-conformance Report (NCR) and submit to CMC for processing
  • Provide technical assistance during the defects liability period and final acceptance of the works
  • Respond to all Request for Information (RFI) in written and ensure all queries related to the interpretation of design and specifications are timely responded
  • Review all submittals of materials, samples, shop-drawings, as-built drawings and operation and maintenance manuals and ensure timely response
  • Ensure the proper photo-documentation of daily construction progress and detailed photo documentation of non-conforming works. Assist CMC’s Communication team in obtaining relevant information, pictures and videos
  • Create punch lists of incomplete and defective work items and ensure they are all completed and rectified before final inspection.
  • Collect, review and deliver to CMC, all warranties or guarantees required by the Task Order Contract
  • Check and verify the physical progress of all activities at each site for the basis of interim and final payments to the Construction Contractor. Monitor progress and provide CMC with timely identification of deviations from budget and approved baseline schedules
  • Monitor the defects reported during the defects liability period, obtain approval from CMC on appropriate measures and take necessary actions for their rectification on a timely manner

Inspection, Checking and Testing

  • Check materials received as well as stored at site, for compliance with the approved submittals and specifications. Check the materials sources, as applicable.
  • Check the setting out of all alignments, structures and works
  • Ensure the materials to be used in the works are tested as per the requirements of Construction Contractor’s Quality Control Plan and Technical Specifications. Arrange the field and laboratory tests carried out on construction materials as well as partially or completely erected structures etc. and maintain adequate records there of Witness the tests conducted by the Construction Contractor and ensure the test reports are submitted to CMC in a timely manner
  • Ensure the construction methods as proposed by the Construction Contractor for carrying out the works are satisfactory, with particular reference to the technical requirements, designs and specifications. Review method statements and work plans submitted by the Construction Contractor and ensure their compliance with the technical and environmental requirements
  • Monitor the Construction Contractor's compliance with the Community Engagement Plan to ensure the Contractor adheres to the communication protocols, grievance redress mechanism, etc., as directed by the CMC throughout the performance period for the Task Order. The Team of Experts shall carry out the construction supervision services in coordination with social team of the CMC.
  • Receive and maintain at the project sites, on a current basis, copies of all Contracts and records relating there to,  shop drawings, sample materials equipment data, applicable handbooks, technical standards and specifications, operation and maintenance manuals and instructions, as-built drawings, permits including any other required or related document and revisions there to relating to the project. At the completion of the project, deliver all such records to the CMC

Quality Assurance

  • Perform Quality Assurance and inspection services in accordance with Quality Assurance Plan. Such services shall cover foundations, structural, architectural, sanitary, electrical, finishing, furnishing, equipment and external development etc. throughout the construction period to assure conformance with Task Order contract documents. Such services will also include off-site inspection of fabrication of works if required by the specifications and/or wherever deemed necessary to ensure its compliance with the specified standards. Quality of materials and work must be as per the Specifications, keeping the integrity and compatibility to the purpose of the project
  • Monitor, daily, the adequacy of Construction Contractor’s site establishment in respect of technical and supervisory staff, labor force, safety, security, equipment and materials etc.
  • Schedule and conduct weekly progress review meetings at which the Construction Contractor, the Owner and the Team of Experts can discuss jointly such matters as procedures, progress, problems and scheduling. The Team of Experts shall take minutes of meetings and send to all parties for their information and necessary actions. In connection with said meetings, the Resident Engineer shall establish administrative procedures for determining the status and responsibility for the performance of action items arising from the meetings
  • Assist CMC in checking and monitoring the Construction Contractor’s Schedule of Works to ensure completion of project within the Task Order contract period. The Team of Experts shall assist CMC to identify the potential variances between scheduled and probable completion dates and shall regularly review the baseline schedule for work not started or incomplete. Any adjustments done by Construction Contractor in the baseline schedule to meet the probable completion date for said work shall be reviewed

Other Specification

  • Bachelor's degree in Civil Engineering, architecture, construction management or other relevant degree with commensurate experience
  • At least 8 years of work experience as quality control/quality assurance or site engineer/ or inspector in the construction and 5 years of relevant experience in vertical construction
  • Knowledge of quality control/quality assurance and familiarity with workplace safety and environment
  • Good computer skills with AutoCAD sound knowledge
  • Fluency in written and spoken English

Duties and Responsibilities 

  • Throughout the construction period, the Site Inspector is required to perform the following duties and undertake the following responsibilities in a professional manner
  • Carry out routine inspections of the materials and workmanship to assure compliance with design and specifications, inspect conditions prior to the start of work, during the work and upon completion in accordance with Quality Assurance Plan
  • Support to prepare daily, weekly, and monthly reports
  • Advise the Construction Contractor and Resident Engineer of any observed deviations from the design and specifications in a timely manner so as to minimize delay in the progress of the work
  • Review Contractor's report and assist in the preparation of construction progress status reports as assigned
  • Verify quantities of the materials stored on site
  • Note correction and issue notices requiring modifications to the works in progress
  • Maintain log books and other records of inspection work
  • Make sure that the works are being carried out in a correct manner and in accordance with the best engineering practices and as per the contract specifications
