Field Visits: 15 % domestic and international travel

Core Function: The Senior Manager - HR and Admin. is responsible for effective planning, implementation and execution of Human Resources and Administration strategy and business plan.  The role will lead in the creation of an organizational culture that facilitates the growth, retention and empowerment of skilled staff. The position consults with and advises management on a wide variety of Human Resources issues and supports the senior management team with information and analysis for planning and decision making that will foster a positive and highly productive workplace anchored in Habitat’s core values, thereby helping to ensure that Habitat fulfills its mission in Nepal. This role also serves as the organization’s Safeguarding Focal Point.

As a member of the Senior Management Team (SMT), the position is expected to contribute to the Strategic Business Plan (SBP), program proposals, agency image & networking with other INGOs & private sector community in country and internationally and participates in undertaking management decisions.

Duties and Responsibilities: 

Human Resources

  • Review, develop and oversee implementation of HR policies and systems

  1. review and update HR policies to ensure alignment with HFHI standards, local labor laws, market practices
  2. communicate HR policies and ensure compliance and documentation
  3. manage HR systems and databases (e.g. employee files, attendance, contract management).

  • Manage the staffing and hiring process, from planning and reviewing staffing requirements based on existing and anticipated needs to final selection and onboarding of new employees
  • Provide all new staff with induction into key HR procedures, health and safety in general and other office procedures as appropriate
  • Review, develop and implement effective employee performance management system / tools and train / provide advice and support to the line managers on evaluating performance, addressing performance issues and giving feedback and recognition to staff
  • Lead and support organizational staff development and engagement activities, providing opportunities to learn and develop and instilling a culture of learning. Organize and coordinate both in-house and off-site staff training and development programs to meet the identified development needs
  • Ensure that job descriptions are developed for new positions and reviewed/revised for ongoing positions as required
  • Ensure that the organizational chart and staff’s contact information including staff’s personnel profiles are updated on a regular basis i.e. monthly or quarterly
  • Review salary structure, pay policies, employee benefit programs, and employee recognition initiatives to attract and retain high-quality employees
  • Address employee relations issues and investigate issues related to discipline and grievance
  • Manage retention and separation processes by conducting retention and exit interviews and ensuring accountability and asset clearance for exiting employees
  • Manage HR related external vendors
  • Serve as the Safeguarding Focal Person and ensure Habitat for Humanity International Nepal’s culture, systems, processes, and policies are aligned with those of the organizational safeguarding approach meeting the highest standards of safeguarding. Also support any safeguarding related investigations.
  • Network with HR practitioners in the region and keep updated on any changes in the local labor laws and general HR developments in the non-profit sector
  • Performs other relevant tasks as assigned by the National Director

Administration

  • Provide leadership, direction and oversight to the administrative unit comprised of:

  1. IT
  2. Procurement
  3. Logistics
  4. Office management

  • Support the National Director and other Leadership team in handling local bodies and related government compliance processes.
  • Provide supervision and oversight to staff, including performance, planning, goal setting, monitoring, feedback, evaluation and development.

Knowledge and Skills Required:

  • Extensive experience as HR generalist with specialization in 2 of the following areas:  compensation & benefits, learning & development, employee relations, recruitment, organization development, HR analytics
  • Knowledgeable on local labor laws, ability to interpret local labor laws; previous experience interacting with labor counsel required.
  • Highly developed teamwork and leadership skills.
  • Embodies Habitat’s core values of humility, courage and accountability.
  • Ability to respectfully engage with people of all ages, religions, and cultural backgrounds.
  • Computer skills: Excellent in Word, Excel, PowerPoint (Microsoft Office Package)
  • Excellent English and Nepali communication skills – both oral and written
  • Excellent interpersonal skills 
  • Maturity demonstrated by maintaining calm when under pressure, and skilled at managing conflict..

Education Qualification, Professional Experience:

  • A University Degree in Management, Business, or a related field is required. Master’s Degree or MBA with HR specialization is desired. 
  • At least eight (8) years of experience in human resources and administration manage with minimum five (5) years in managerial role is desired.
