Common Platform for Common Goal (CoCoN) is a non-profit and non-governmental organization registered in the District Administration Office, Kathmandu in 2011 AD and is working continuously for the promotion and protection of human rights, peace and social justice through awareness, advocacy, capacity building and strengthening networks to boost up culture of peace in the society. It further focuses on the issues of woman and child rights and follows Human Rights Based Approach as well as Do No Harm principal. In addition, conflict sensitivity, gender sensitivity and good governance are its core prioritized issues.

Since the early stage of its establishment CoCoN is also working in the field of anti-human trafficking and reconnecting the trafficked children with their families through coordination and collaboration with GOs, I/NGOs, HPs and DPs.

CoCoN is operating its projects, programs and campaigns from its Head Office in Maharajgunj, Kathmandu; Regional Office in Biratnagar, Morang and Branch Office in Inaruwa, Sunsari.

Purpose: 
The Project Officer, under the direct supervision of the Program Coordinator implement, oversees and supports monitoring the ongoing project components (Reintegration Project, Prevention & Empowerment) under "Ending the Trafficking of Children into Institutions in Nepal Phase ii" (hereafter referred as “the project”), spends 40 percent of his / her time in the field and provides technical support to fellow staff if / when necessary.  In close coordination with the Program Coordinator, s/he supports on developing and implementing efficient strategies for the successful achievement of the goal of the project.

Key Responsibilities:

The main objective of this post is to support in planning, implementation and monitor the ongoing "Ending the Trafficking of Children into Institutions in Nepal Phase II" project. In addition, s/he has to carry out other responsibilities assigned by the Adviser and Program Coordinator of the organization.  Under the direct supervision of the Program Coordinator and in coordination with the Finance Manager, responsibilities of this post include;

1. Lead the prevention component of the project and support the program coordinator in managing, implementing and monitoring the project activities to achieve the defined objectives and expected results maintaining the security of each child involved in the project. At the same time, supervise /assist the team as per the requirement.

  • Carry out around 40% of the time on field visits for the case work, family tracing & assessment, monitoring and coordination ensuring legal compliance with all laws, policies, as well as other requirements set by regulatory bodies of Nepal
  • Support the program coordinator in overseeing, implementing and monitoring all other components of the project; i.e. Reintegration and Empowerment
  • Ensuring the safety and best interests of the children are followed at all times in the project, and reporting seniors on these issues if necessary
  • Support the team in ensuring safe reunification of concerned children with their families, or when not possible provide sufficient technical supports to reintegration officers to reintegrate concerned children within their communities through kinship, foster family or any other suitable alternative to institutionalization and Orphanage as last resort
  • Supporting senior colleagues in preparing annual plan, budgets and report for the project
  • Conducting need based meetings with the team for the smooth operation of the projects according to the instruction of Program Coordinator and / or Adviser
  • Maintaining an awareness of risks which could affect the project and its components, particularly risks to beneficiaries and the reputation of the organization as well as its partners.  Sharing such circumstances with the Adviser and Program Coordinator and taking appropriate action to avoid the risks in consultation with the same people 
  • Participating in decision making processes related to the projects with the Program Coordinator in consultation with the Adviser, and assisting the team in project management when necessary
  • Coordinate with the Program Coordinator and/or Adviser and Finance Manager in daily management
  • Informing senior officials about all the field missions that is to be carried out to seek for their opinion and approval
  • Respect all the policies and procedures of the organization related to the implementation and monitoring of the projects
  • Ensuring an effective level of communication between all the employees involved in the projects and their functional and hierarchical links
  • Ensuring the successful implementation meeting the expected outcomes of the project, s/he keeps within allocated budgets and financial procedures are followed.  Notifying and consulting with seniors on any unavoidable variances from agreed budgets, and seeking prior approval for this
  • Ensuring the appropriate use and sustainability of support provided to the families through the project
  • Any other relevant tasks which further develop and support the programs are to be carried out. In the meantime, s/he has to support CoCoN Regional and Branch offices as per necessity.

2. Liaise with government offices, NGOs / INGOs, Development Partners, Humanitarian Partner and local community in close coordination of the Adviser and Program Coordinator and carryout field visits for the same as well as for the casework.

  • Liaising when appropriate with Government officials, i.e. Rural Municipalities, Municipalities, DCC, DAO, DCWB, CCWB, SWC and other relevant stakeholders
  • Extending organizational network with I/NGOs, DPs/HPs and other stakeholders
  • Participating and/or organizing workshops, orientation programs, trainings etc. to strengthen and replicate our reintegration approach within the civil society and governmental stakeholders if / when needed
  • Providing recommendations to seniors in specific situation
  • Participate in all the required meetings representing the organization with prior information to the Program Coordinator / Adviser

3. Report the Adviser through the Program Coordinator on program and finance in the prescribed format and schedule.

  • Providing regular and timely reports of the project to the Program Coordinator. Giving feedback to the supervisee / fellow staff and submitting all the reports obtained from them in a compiled form.  
  • Ensuring the proper records of reports, communications and photos, audio and videos of the project’s activities. 
  • Supporting the Program Coordinator in accessing financial data about the entire component of the project, often at short notice.
  • Maintaining and updating on the computer database as required all information related with the project.
  • Support the program coordinator in drafting weekly updates, meeting minutes and other reports in regular basis.  

Working Days / Hours

The post holder is required to work for 42 hours per week (8.5 hours per day starting from 0900 hrs. to 1730 hrs. including half hour lunch break) on a regular basis during his/her office stay and s/he will be required to work around 40 % in the fields which could be mostly outside Kathmandu valley. The nature of the work may require additional time and effort, and s/he may be requested for the same. 

Competencies:

  • Good computer literacy with updated knowledge on MS office package 
  • Minimum 3 years of working experience in the field of human rights with prime focus on reintegration or/and child rights and child protection issues
  • At least Bachelor Degree in Social Sciences or any relevant field with good command of report writing and proposal developing in English and Nepali languages
  • Ability to mobilize and manage a multi-functional team
  • Flexibility and ability to multi-tasking under adverse circumstances
  • Effective written and oral communication skills in English and Nepali
  • Strong team building and motivational skills with integrity, commitment, diplomacy and effective interpersonal skills
