The new five-year Feed the Future Nepal USAID Agricultural Transformation (“USAID Agricultural Transformation”) aims to catalyze transformation of Nepal’s agricultural sector required for long term inclusive economic growth. USAID Agricultural Transformation is implemented by Winrock International (prime) in collaboration with Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED), Forum for Rural Welfare and Agricultural Reform for Development (FORWARD), CrossBoundary, Banyan Global, and the Institute for Integrated Development Studies (IIDS). USAID Agricultural Transformation’s working area will include 26 districts across six provinces, with the goal to reach more than 500,000 farmers. 

Building on successful Feed the Future (FTF) investments in Nepal, USAID Agricultural Transformation will apply a refined evidence-based market systems development approach that empowers Nepali private and public actors to identify, design, implement, and own solutions that address root causes of market inefficiencies across five target value chains (fine rice, industrial maize, lentils, high-value vegetables, and goat) through four interrelated objectives:

Objective 1: Agricultural productivity, competitiveness, and diversification increased 
Objective 2: Enabling environment for private sector investment in agriculture and equitable access to market systems improved 
Objective 3: Climate and economic resilience of women, youth, and marginalized communities enhanced 
Objective 4: Capacity of national agricultural research institutions and extension systems strengthened. 

USAID Agricultural Transformation will place women, youth, and marginalized populations at the center of intervention design to strengthen their economic participation and address underlying constraints to accessing productive resources, markets, and information. Strategic facilitation pathways will catalyze new investment in inclusive business models, facilitate adoption of climate smart practices, technologies, and services tailored to the diverse needs of users, and strengthen the Government of Nepal at all three tiers.

Reports To: Regional Agribusiness Director (in close coordination with Finance and Administration Manager)

Position Description:
This position is responsible for overseeing administrative, procurement and logistical management of activity for the Nepalgunj Regional Office. S/he will work under the overall supervision of the Regional Agribusiness Director (Nepalgunj) in close coordination with and guidance from the Finance and Administration Manager at the CEAPRED Central Office in compliance with USAID, Winrock International, and CEAPRED Finance Administration and Procurement Rules, along with the relevant Nepalese laws and regulations.

This position will supervise the Administration and Logistics Assistant and driver(s) at the Nepalgunj Regional Office while also responsible for vehicle management (including mobilizing drivers) of other Economic Growth Centers/districts, in coordination with Admin/Logistics Assistants. In addition, s/he will be the regional focal person for security, procurement and operations oversight. 

Roles and Responsibilities

General Administration:

  • Oversee the general administration of the Nepalgunj Regional Office, which includes office lease, security, utilities, internet, flooring furnishing, and maintenance.
  • Supervise office functions and activities related to procurement, vehicle movement, office security, drivers, guards, and records and filing systems of regional as well as other Economic Growth Center/ district offices.
  • Oversee office vehicle fleet management of the Nepalgunj Regional Office and management of office vehicles of other Economic Growth Center/district offices in close coordination with Admin/Logistics Assistants.
  • Ensure that staff and consultants have proper space and facilities to work productively. 
  • Ensure that Economic Growth Center and district staff follow USAID/Winrock/CEAPRED administration policies/guidelines. 
  • Assist in recruiting support staff. 
  • Develop necessary tools for effective administrative management.
  • Maintain, ensure and update property and inventory list including but not limited to, servers, computers, printers, photocopier, scanners, air conditioners, projectors, cameras, furniture and fixtures, laptops, invertors, batteries, supplies, generators, motorbikes, vehicles, spare parts, accessories and other equipment (expendable and non-expendable) for the Economic Growth Centers and districts. 
  • Ensure inventory/asset verification is done in a timely (and regular) manner and reported to the Center Office.

Logistics Management:

  • Responsible for overall logistics management for meetings and workshops in the Regional Office (and logistics support for Economic Growth Center/district offices and high-level visits as needed) including logistics financial settlement. 
  • Oversee and arrange logistics for travel, venues, hotel rooms, training locations, field sites, as well as safety precautions and other essential materials (including stationery/materials) and scheduling of expenditures.
  • Oversee office vehicle fleet management of Nepalgunj Regional Office and management of office vehicles of other Economic Growth Center/district offices in close coordination with Admin/Logistics Assistants. This includes:
    a. Monitoring and keeping track of expiry dates of vehicle insurance policies, taxes, pollution test and renewal in a timely manner.
    b. Ensuring that fuel, maintenance and logbooks are maintained and reviewed regularly.
  • Supervise and observe office functions and activities related to procurement, vehicle movement, office security, drivers, guards, and records and filing systems of regional as well as other Economic Growth Center/district offices.

Inventory Management:

  • Maintain project property and inventory list including but not limited to computers, printers, furniture, supplies, generators and vehicles for the region including Economic Growth Center/district offices. 
  • Update the property list and report to the Central Office.
  • Prepare inventory disposition plan and process for approval.
  • Manage and obtain inventory handover/transfer documentation. 
  • Seek guidance from Winrock’s Operation Team based in Kathmandu in inventory management.

Procurement:

  • Fulfill all duties as a member of the Procurement Committee (PC) as per the Procurement By-Laws related to procurement as needed. 
  • Maintain roster of vendors for services such as printing, photocopy, vehicle maintenance, vehicle rental, accommodation, food service, airline tickets, generator, air conditioners, stationery supplies, security, transport, courier, etc.  
  • Forward Request for Quotation for various goods and services as per approved Requisitions.
  • Prepare Purchase Orders, Service Orders, Office Leases, Service Contracts including Annual Service Contracts, Security Contracts etc. Procure the goods and services as per USAID Agricultural Transformation and CEAPRED procurement guidelines.
  • Maintain Fixed Price Purchase Order (FPPO) tracker, security manual, security notice/information in SharePoint. 
  • Oversee the procurement process of items under the Grants Under Contract (GUC) Program.
  • Closely work with Grants Support Officers in the Economic Growth Centers.
  • Review the supply chain of regional and Economic Growth Center / district offices as needed.
  • Follow-up with vendors to ensure that documents are dispatched and received in a timely and efficient manner.

Safety/Security:

  • Act as security focal person for USAID Agricultural Transformation (CEAPRED offices) in coordination with different agencies to obtain information and dissemination of information to all staff members in a timely manner. 
  • Ensure the safety and security needs of the Nepalgunj Regional Office and monitor the same for Economic Growth Center/district offices.
  • Flow safety and security related information to the Central Office on an as-needed basis. 
  • Prepare and update Emergency Contact/Telephone Tree list. 
  • Forward safety and security related suggestions to the Central Office. Contribute to management by reviewing and analyzing operational reporting trends, summarizing information and initiating corrective measures.

Other:

  • Contribute to ensuring a safe and equitable workplace, especially for women and those from disadvantaged groups. 
  • Identify problems and develop solutions for best procurement and logistics practices.
  • Contribute to updating of organizational policies, rules and statutes, as necessary.
  • Responsible to Finance and Admin Manager in terms of admin/ finance, logistics and to the Human Resources (HR) Manager regarding HR matters at the Center Office.
  • Closely work with Winrock’s Operations Team in Kathmandu including Administration Manager and Procurement Officer on all aspects of operations.
  • Perform other official tasks assigned by the Supervisor and Management, and Winrock’s Operations Director.

Required Qualification and Experience:

  • Bachelor’s degree or equivalent in Business Studies (business administration, management) or relevant field. Master’s degree in business studies preferred. 
  • Minimum 5 years of experience in a similar position. 
  • Experience on donor-funded projects; I/NGO experience is strongly preferred. 
  • Experience managing office staff.
  • Familiarity with office administrative and logistics policies and processes.
  • Strong computer software skills - in MS Excel, Word, Outlook and Power Point - are mandatory. 
  • Strong accounting software skills (such as QuickBooks) preferred. 
  • Ability to work under time pressure and willingness to travel in the field as per need. 
  • Demonstrated cultural competence and experience working in diverse, multi-disciplinary teams and environments.
  • Strong coordination, representation and organizational skills.
  • Strong listening and consensus building/inter-personal skills.
  • Fluent Nepali and English (including excellent report writing and English communication skills, with the ability to deliver high-quality reports/technical documents) is required.
