Job Description

Role Purpose

The Regional Gender & Child Protection Specialist - South & Central Asia will be responsible for managing the Regional Child Protection (CP) program of Save theChildren International (SCI), funded by SC Sweden in the South & Central Asia region. This will entail providing supervision and technical support to SCI Country Offices and selected partner-civil society organizations/networks in the region, ensuring that work aligns with and effectively contributes to fulfilling the objectives set in the Regional CP program description. In addition, the position holder will support & strengthen regional and country (and global) programs on
Gender & CP, with focus on physical & humiliating punishment and sexual/gender based violence, in the delivery of the objectives of SCI priority programs and to meet program strategies and quality standards in development and emergency contexts, in South & Central Asia Region.

For the same, the Specialist will provide proactive and strategic guidance in developing and implementing strategies and models on addressing sexual & gender
based violence, physical & humiliating punishment of children, positive discipline in everyday parenting & teaching, and engaging boys/men in gender equality in community-based interventions and programming within the organization. The Specialist will assist the regional & country programs and networks in the region and beyond in reaching their overall objectives related to gender equality and child protection programs under SCI. This shall be done in a way which strengthens a civil society in which children are perceived as social players and human being with their own rights.

Term and Location: Fixed term position till December 2015 based in Kathmandu with frequent travel in South Asia region

Key Areas of Accountability

Program Management

  • Reviews and facilitates the processing of proposals of organizations in the region
  • Prepares the sub-grant agreement for partner organizations following SCI standards and templates
  • Reviews and provides feedback on partners’ reports, and processes payments to partners in coordination with the Finance Unit
  • Be accountable for timely and best use of allocated project budget
  • Conducts monitoring visits to partner organizations
  • Consolidates and prepares quarterly and annual reports to SCI and Save the Children Sweden on the Regional CP program
  • Organizes and conducts partners’ meetings, where relevant, for purposes of program sharing, learning and exchange
  • Ensures that the financial resources of the donor are maximized and optimized in accordance with the donor’s and SCI guidelines and requirements
  • Coordinate and facilitate networking and advocacy work between local, national, regional and international levels (including MenEngage Alliance in South Asia & South Asian Network to Address Masculinities)
  • Technical Support
  • Develop plans for capacity building, develop appropriate material and secure that quality training and workshops are delivered within the frame of the requirements to achieve the objectives of the program
  • Support the ongoing programs on Gender, Masculinities, PHP and Positive Discipline/Parenting & Fatherhood in the countries in SCA region, as and when called upon by the country offices (in coordination with SCI ARO)
  • Support capacity development initiatives and workshops on policies, strategies, methods and tools on Gender & Masculinities, as a crosscutting agenda on all the six thematic areas under SCI, in close coordination with Global Initiatives & Members’ TAs in Asia region
  • Ensure synergies and shared learning of thematic program work between countries, regions and from local to international levels, including the members’ thematic advisors at regional and global levels

Program Development

  • Identifies areas of work for research and documentation at the regional level, and oversees the process of producing these
  • Identifies and taps funding resources to augment or complement other existing CP initiatives

Networking, Partnership & Advocacy

  • Regular communication with relevant key players and stakeholders on CP in the region and identifies opportunities for regional advocacy work for civil society partners to engage in
  • Supports in establishing active working relationships with key regional bodies, networks and agencies; and ensures that key CP messages are effectively shared and communicated
  • Where relevant, represents Save the Children in strategic networks, advocacy meetings or partnership forums on issues related to the regional CP program at the regional level
  • Provide Administrative and Member Secretariat Support to South Asian Network to Address Masculinities (SANAM) on implementing its fellowship programs, meetings and plans

Others

  • S/he Is updated and abreast with discussions/discourse on key areas in the regional CP program
  • Actively participates in relevant organizational meetings at the field office, national & regional levels
  • Provides regular progress updates to the Program Development and Quality (PDQ) Director & SCI Asia Regional Office, and assumes other tasks as deemed necessary by the PDQ Director
