LOCATION: Birendranagar, Surkhet, Karnali Province, with 30% field travel
SUPERVISOR: Provincial Team Lead
KEY RESPONSIBILITIES AND ACTIVITIES:
1. Team Management – 40% LOE
- Manage a team of about 74 district-based technical staff, including review and approval of their monthly workplans and activity reports..
- Guide and support district teams to ensure that their monthly workplans are in line with the project technical assistance plans developed with municipality.
- Conduct personnel management of district team members, jointly with Program Coordinators, including recommendations for approval of their leave, travel requests, and other documents as appropriate
- Review and approve staff advance request and advance settlement documents ensure that they are in line with monthly workplans and in compliance with project’s rules and regulations
- Facilitate staff annual objective setting and appraisal process.
2. Strategic planning and implementation (20% LOE)
- Provide input to the strategic vision and direction of the Project to promote partnership and collaboration for sustainable health outcomes through the project and the counterpart (MoHP and other authorities at provincial and local levels).
- Support development and /or review of project strategies, Annual Workplans, and periodic reports, while ensuring input to district based project team members from partnership, collaboration and engagement perspectives.
- Develop and maintain in-depth understanding of health system strengthening initiatives, including national and/or global policies, and donors, key players in government, USAID, INGOs and civil society organizations active in project areas.
- Support Provincial Team Lead in managing project activities and act as a Provincial Team Lead in his/her absence
3. Design and Technical Assistance (20% LOE)
- Take lead in ensuring that project activities are planned, implemented, monitored and reported by Program Coordinators and district-based project team members
- Work with project technical specialists to lead and or/ assist in stakeholder engagement and capacity building, including support for situation analysis for the project to identify/prepare/update project focus to promote collaboration, engagement and support systems.
- Develop approaches and plans for promoting collaboration and engagement of project stakeholders together with other project team members to ensure the approach and plan is up dated periodically and as required, and reflected in the project documents and reports.
- Build capacity of project staff (including those recruited by other partners) focusing program planning, organization, reporting and stakeholder engagements.
4. Innovation, Learning and Knowledge Management (10% LOE)
- In close consultation of other project team members, explore and encourage the development of innovative initiatives to address key health issues of mothers, newborn and children
- Support the Monitoring, Evaluation and Learning team to regularly assess performance against agreed-on plans, program objectives and indicators
- Promote learning by the country program from relevant best practices in health systems strengthening and delivery of quality maternal, newborn and child health services.
- Share learning experiences, where appropriate, with and among key national stakeholders, including government.
5. Coordination and Networking (10% LOE)
- Represent the project in network and coalition forums, private and public stakeholder meetings, seminars and conferences as necessary.
QUALIFICATIONS AND EXPERIENCE:
- Master degree in Public Health, Management, Development Studies, Sociology with health related experience
- Eight years work experience with at least five years of relevant work experience in similar field with having management experience.
ADDITIONAL QUALIFICATIONS:
- Awareness of national and international approaches on practical ways to promote collaboration, engagement, sustainability and accountable health programming
- Proven experiences in managing larger teams and project stakeholders.
- Awareness on USAID’s financial compliance.
- Experience in managing complexities
- Proven written and oral presentation skills in English
- Qualified applicants who are from and/or currently working in the Karnali Province and Banke, Bardia, Dang, Kapilbastu, Rupandehi and Nawalparasi West will be given preference. Relevant experience is waived by 3 years for candidates from these locations and for candidates from Gender and Socially Excluded Groups.
