Qatar Charity Nepal has been working in Nepal since 2017 in affiliation with Social Welfare Council (SWC) through its multisectoral development approach in education, livelihoods, WASH and DRR.

Position Description

Under direct supervision of the Program Manager, the purpose of the Project Officer (WASH) will be responsible for the effective and efficient implementation of the project in the assigned districts to bring about positive changes, improvements of live, and serve vulnerable communities in dignified ways by responding to their humanitarian and development needs. Project Officer will be responsible for the design, implementation, coordination and evaluation of Qatar Charity (QC) WASH and Construction projects. S/he will identify the local needs and plan the work and develops good coordination and working relation with all stakeholders to achieve the intended outcomes of the project. Project Officer will work specifically for effective implementation of WASH and Construction projects with implementation partners and closely work with Country Director and QC team.

Major Responsibilities
More specifically, the position will:

  • Coordinate with stakeholders for planning, implementation and monitoring of Construction and WASH projects.
  • Develop and implement WASH strategies, provide technical backstopping and capacity building support to partners, and help them to implement WASH projects.
  • Contribute to development of new proposals and relevant strategic/planning documents, linked to the assessed needs and gaps and the QC country strategy. 
  • Provide support to the implementing partners in WASH and construction projects. 
  • Coordinate and collaborate with Country Director and QC team, and the Focal Persons (FPs) of partner organizations for ensuring programmatic collaboration and timely implementation. 
  • Establish and maintain linkages with project stakeholders, representation and lead advocacy activities at municipality and province level.
  • Lead in developing approaches for the promotion of enterprising activities in WASH sector and identification of private sector partners and their roles and responsibilities. 
  • Organize and facilitate workshops and training for sustainable operation and maintenance of water supply schemes, promotion of household water treatment and safe storage, total sanitation, and hygiene behavioral change, etc. and enterprises development in WASH
  • Monitor implementation of activities related to WASH and construction through regular field visits and interactions with communities, local partners, government bodies and other stakeholders. 
  • Compile various reports (monthly, quarterly, bi-annual, annual etc.) and other information related to projects.  
  • Manage the WASH and construction budget and ensure all expenses are according to budget and meet QC standards with regard to financial management, compliance accountability and governance.

Competencies:

Academic Qualification and Experience

  • Bachelor’s degree in civil engineering with an experience of at least 4 years in WASH and Construction projects. 

Sector Knowledge, Skills & competency:

  • Data collection methodologies – qualitative and quantitative
  • Effective written and oral communications skills including presentation and reporting skills
  • Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint,
  • Ability to work under pressure
  • Develop tools to collect the information against indicator
  • Demonstrate collaboration & team building skills
  • Confidence to represent in district; government and other like-minded organization
  • Program logic, indicators, M&E plan
