About the Girl’s Advocacy Alliance (GAA) Project: Plan International Nepal is implementing Girls Advocacy Alliance (GAA) as part of the new ‘Dialogue and Dissent’ program framework of the Dutch Ministry of Foreign Affairs for 2016-2020 in Nepal. The GAA comprises of three Dutch NGOs: Plan Netherlands (lead agency), Terre des Hommes Netherlands and Defence for Children International-ECPAT Netherlands. The global Theory of Change for the project elaborates equal rights and opportunities for girls and young women as its final aim. The project focuses on two major issues: the elimination of gender-based violence and of the economic exclusion of girls and young women. The main outcome objectives are related to the strengthened capacity of civil society organizations (CSOs) to influence policy. 

Purpose: The position holder will provide leadership in the coordination, delivery and reporting of the of the Girls Advocacy Project in line with the approved project proposal, Detailed Project Implementation Plan (DIP) and Funding Agreement Document (FAD) following the gender transformative approaches as outlined in Plan Nepal Country Strategy. S/he is responsible for high quality and timely delivery of the project according to the objectives and approaches described in the project proposal and contract documents and to the satisfaction of the project stakeholders.

Term and Location: Fixed term employment till 31 December 2020 based in Country Office, Lalitpur

Required Qualifications & Experiences:

  • Master’s Degree in the development-related field, preferably Human Rights, Social Sciences, Development Studies, Gender & Development, Political Science, and Public Policy Administration
  • At least 6 years of relevant work experience in developing and implementing policy and advocacy strategies with regard to gender at the national or international level
  • Experience in rights-based approaches to development
  • Experience engaging with governments and/or multilateral institutions especially at national level.
  • Good understanding of the processes to achieve policy change and conducting power and political analysis
  • Capacity to produce evidence-based, robust public policy recommendations and positions
  • Commitment to Plan’s goals, mission, values and approach including the ability to lead on safeguarding and child protection matters where necessary
  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills
  • Demonstrable strong verbal and written communication, presentation and persuasion skills
  • Strategic, analytical, negotiation skill and decision making skills

 Key Responsibilities:

  • Lead the advocacy plan and strategy on issues of gender-based violence and economic empowerment (focal issues of GAA)
  • Identify and improve expected areas for Plan’s influencing in policy and legislation 
  • Provide technical backstopping support in other thematic areas of Plan’s programmes
  • Strong networking and coordination with relevant CSOs, GOs, INGOs/NGOs at national level
  • Enhance Plan’s leadership in key advocacy issues and campaigns for the elimination of gender-based violence, anti-child marriage initiatives
