BBC Media Action is the BBC’s international development charity. We use various forms of media and communications to tackle poverty and contribute to long-term change in some of the world’s poorest places. Our aim is to inform, connect and empower people around the world. We work in partnership with broadcasters, governments, non-governmental organisations and donors to share reliable, timely and useful information. Our work in Nepal currently focuses on governance, resilience, humanitarian preparedness and response and with this project we are reviving our work in health. We support democratic governance through producing a high-profile radio and TV discussion programme, which encourages accountability through enabling people from all over Nepal to question public figures. We support community and national broadcasters to build management, technical, and editorial and production capacity to produce local discussion, drama, and lifeline programmes. BBC Media Action is working to design an innovative mobile solution that can best support Female Community Health Volunteers (FCHVs) in their work to improve outcomes for women and their children, during pregnancy the child’s early years. This is a DFID funded project where we will be working within the Nepal Health Sector Support Programme (NHSSP) under the leadership of the Ministry of Health (MoH) and aiming to design a tool for future role out by the Government of Nepal.

The design of the mobile solution will have three core phases:

  • BBC Media Action will provide technical assistance to the MoH and NHSSP III partners (led by Options) to lead the research and design of an innovative tool that is appropriate, effective and useable for Nepali FCHVs and fit for the context in which they work. After a five-month scoping phase, BBC Media Action will use a human-centred design approach to develop prototypes with users during a 7-month design and testing phase. Towards the end of the project a final iteration of the tool will be tested to understand its effectiveness for improving FCHVs knowledge and confidence.

    Job purpose

    Reporting to the Senior Project Manager, the Project Coordinator will be responsible for supporting the overall planning, management and delivery of the project. The Project Coordinator will be responsible for ensuring that the project delivers on time, on budget and to high quality standards.

    The project coordinator will play a key role in liaising with Government stakeholders. S/he should have a good understanding of how government departments work, particularly within the Ministry of Health, and be able to navigate government systems. The postholder will lead a stakeholder review across the Ministry of Health and its partners at Federal and District level to understand capacity needs and advise on a capacity building programme. S/he will be expected to build and maintain positive working relationships across government to help this project meet its deliverables to time and budget.

    The Project Coordinator will work in close coordination with the Senior Project Manager in ensuring project delivery. S/he will manage project staff and work in close collaboration with administration and finance teams. S/he will be responsible for financial and narrative reporting internally and to donors. Using high quality communication as the medium the post holder will identify information gaps, share information priorities, and feedback to the team on critical needs. The post will be based in Kathmandu but is likely to require frequent travel within Nepal.

    Main Duties

    • Develop, maintain and intensify contacts with relevant government institutions and authorities
    • Contribute to building a knowledge base of legal and regulatory context through liaison with government agencies
    • Link regularly with relevant focal points in government to maintain constructive working relations.
    • Day to day liaison with the government counterparts of the project at national and regional level to support effective implementation of various activities under the project
    • Ensure that key thematic issues such as Gender and Social Inclusion, as well as wider BBC Editorial
    • Values, are reflected throughout project deliverables and outputs
    • Ensure that all activities of the project are delivered on time, to agreed budget and to the highest standards. This may include input into the design of projects; contracting freelancers for short-term work; follow up on legal or procurement issues; monitoring the delivery of projects in country against agreed objectives and the work plan, and representing the project or country teams internally and to donors
    • Work closely with research team and ensure that research findings are incorporated into project design and implementation
    • Share relevant findings of BBC Media Action research and audience feedback with external parties
    • Liaise with media partners operating throughout Nepal
    • Expand district level government interaction network and reporting in consultation with the Senior Project Manager
    • Support the Senior Project Manager in all government related activities, including MoUs, permission letters from relevant government authorities, and developing a strong network with district authorities
    • Contribute to the editorial quality and compliance of all programmes and materials produced.
    • Coordinate regular programme and project reviews to monitor quality
    • Contribute to knowledge sharing and policy development across the organisation
    • When assigned, represent BBC Media Action externally to donors and other interested parties, as required and
    • Provide clear guidance and allocate responsibilities to direct reports as required, including task oversight, professional development and performance management

    Essential skills and experience:

    • Minimum University degree in relevant field
    • Significant experience of successful project management, ideally in the health projects and in media and development field, including working with local government
    • Good knowledge and understanding of government settings/function
    • Understanding of and commitment to international development, including the use of media for developmental goals
    • Experience working in either media or development sectors in Nepal
    • Effective communication skills including the ability to write well in English
    • Experience of preparing, monitoring and managing budgets
    • Experience in managing and developing staff
    • Excellent attention to detail
    • Excellent interpersonal skills, with a proven track record in forming effective relationships with a range of local and international partners
    • Good communication and negotiation skills required; diplomatic approach preferred
    • Proven skills in networking required
    • Desirable skills and experience
    • Experience of identifying and engaging with potential donors, and of successfully winning new business through proposal writing
