Purpose of the Position 

Friends Service Council Nepal (FSCN) is a non-profit making national level non-government organization working for socio-economic development, disaster risk management, WASH, livelihood support, good governance and human rights in Nepal since 1991.FSCN aims to fight against poverty and injustice through socio-economic empowerment of the poor and marginalized people, gender equality and social inclusion (GESI).

FSCN is affiliated with Social Welfare Council (SWC) of Nepal besides being a member of various networks like NGO Federations of Nepal, National Disaster Management Network of Nepal(DiMaNN) as founder member Disaster Preparedness Net-work Nepal etc. It is also affiliated with WASH Alliance Nepal, and WASH RCNN(Resource Center Network Nepal) as a member.

FSCN has been implementing projects in different districts of Nepal. This particular position is for the Reconstruction and Rehabilitation Project based in Lalitpur and Bhaktapur district. The PC will take leadership in implementation of the project activities as per the plan. S/he will be responsible for managing financial and human resources develop proposals and fund raising, strengthening partnership with community and other stakeholders. S/he takes lead in planning and budgeting, monitoring and quality assurance. S/he is responsible for producing reports as required by FSCN management and funding partner. Further, S/he supervises project staff and motivates them in achieving project results. 

Key Responsibilities and Functions

A. Project Implementation

  • Provide a day to day leadership presence for FSCN programs.
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of FSCN project.
  • Develop WASH and Livelihood Business Plan and implement it in collaboration with Municipality, business sector, financial institutions and community.
  • Conduct baseline surveys, research as per the plan and partner requirement.
  • Strengthen and promote WASH, DRR, Livelihood, Psychosocial and Shelter support programs at the district level.
  • Prepare case studies, articles and news related to projects activities.
  • Support in preparing weekly, monthly and annual report of organization/project.
  • Prepare monthly plans, reports and time sheets and submit to executive chairperson.
  • Follow up, monitor and mobilize the local volunteers and groups of past beneficiaries of FSCN in activities related to all the thematic divisions of the project.

B. Program and Partnership Management

  • Coordinate and manage the overall project as per plan and budget.
  • Review the quality of work plan and budget and ensure the same is in line with FSCN strategic plan and project documents agreed by the funding partners
  • Prepare proposal and fund raising plan and activities locally for further FSCNs projects and programs.
  • Provide technical assistance and strategic guidance to the local cooperatives, entrepreneurs and local groups.
  • Build rapport with relevant government and non-government organizations and strengthen support to the FSCN development campaign.
  • Organize different workshops, meetings and seminars in relevant issues at district to national level.

C. Monitoring, Reporting and Evaluation

  • Collect and analyze qualitative and quantitative information from the programs/projects.
  • Arrange for monitoring field activities against the approved work plan and budget and partnership agreement and provide inputs to the relevant stakeholders
  • Provide monthly implementation and monitoring report to the Executive Chairperson/Program Manager along with critical issues and challanges.
  • Visit programme/project sites and observe field activities
  • Maintain programme segregated database (baseline) and progress datas/information systematically both electronically and hard copies
  • Produce and submit periodic progress reports required by the FSCN management and funding partners
  • Document qualitative and quantitative outcomes and lessons including articualting innovation from the field programme
  • Coordinate and facilitate conducitng social audit and other forms of evalations and assessemnts of the programme and its results by the community people and other stakeholders
  • Coordinate for the internal and external evalaution/assessment/survey commissioned by FSCN/or funding partners

D. Networking, Coordination and Alliance Strengthening

  • Participate in networks and alliance at district level and local level and provide professional support for their capacity building
  • Find space in and build rapport with networks and alliance (non-government and inter-government) and best utilize it for the benefit of FSCN goals
  • Establish good functional relationship and partnership with relevant NGOs, INGOs, donors, civil society networks and government line agencies in the district level
  • Organize regular meetings, interactions, workshop and sharing with concerned stakeholders.
  • Coordinate with DWSS/DDRC/Municipality/DDCs/VDCs and other relevant government and non-government mechanism in the district with reference to FSCN projects.

E. Financial Management and Human Resources

  • Provide support to FSCN staff and partners in preparing periodic budget against the strategic plans and polices
  • Prepare cash flow forecast as per plan and forward to FSCN management
  • Maintain appropriate control environment at the district level and support partners and ensure best utilization of resources
  • Provide assistance to partners for developing sound financial and human resources management system and their application
  • Review financial reports receive from partners and consolidate at the district level
  • Produce and submit periodic financial reports to the FSNC management as per the FSCN and partner organization requirement.
  • Assist in conducting internal and external audits and take lead in implementing audit recommendations

F. Capacity Building  

  • Coordinate and facilitate capacity building initiatives for FSCN staff, in the areas of organizational development, leadership development, policy analysis and advocacy, participatory PME, financial management, among others. Supervise staff member, conduct performance appraisal, motivate and mobilize them

G. Others

  • Represent FSCN at the local/district/national and international level
  • Carry out other tasks as assigned by the Executive Chairperson/Program Manager.

  • Quality of financial management, audit findings and status of implementation of audit recommendations
