Job Description

Department:        Urban Programme
Duration:             Initially for two years with probation period of six months
Location:             Kathmandu with frequent visits to WAN project sites 

Purpose of Job:      

The post-holder will support the Urban Programme in programme development, implementation and monitoring of all urban service delivery related activities undertaken by WANs partner organisations.

Duties and Responsibilities:

Programme/Project Development:

  • Support partners to plan and design WASH projects and support them in preparing the programme/projects plans for WAN support.
  • Review programme/projects to ensure completeness and adequate baseline data, poverty sensitive and maximum development impacts to poor and marginalized.
  • Ensure the developed programmes/projects for the urban poor community is equity and inclusion sensitive, gender, child and differently able people friendly and adopts CWRM approaches.
  • Ensure any programme/projects proposed by the partners support WAN’s CSP, MPB, Programme plans, mainstream with WAN’s Log Frame Prepared based on CSP and activities developed based on Log Frame & CSP.

Monitoring:

  • Make monitoring visits for supporting the partners and assessing the programme progress made by them on the ground. Ensure either the programme is being implemented in accordance with the approved projects plan or not.
  • Monitor all or sample of projects that were completed or are underway or are planned for next FY with partners.
  • If appropriate, this can be in the form of an annual plan. Monitoring visits must match physical progress (for progress verification) with actual project activities.
  • Ensure regular supportive feedback to partners through field based monitoring findings. Provide written field visit report to concerned partners soonest after field visit.
  • Assure effective utilization of WaterAid Resources by partners ensuring whether funds are used appropriately and according to the WAN financial compliance or not.

Reporting and Documentation:

  • Ensure the timely receipt of quarterly & six monthly progress report along with financial report from program partner organizations; verify those with each other. Similarly ensure the timely receipt year end (annual) report and review with programme manager after consulting with Finance Officer â€" Partner Monitoring.
  • In addition, ensure quality reporting with data base in a prescribed format having analytical information along with some case studies as far as possible. Recommend the Programme Manager (Urban) with summary table depicting what was planned, achieved and planned for next.
  • Support partners to produce quality reports with analytical information and data base supports to justify the progress achieved as mentioned in the programme/projects outputs
  • Prepare quarterly work plans and brief quarterly report of previous quarterly activities to Programme Manager.
  • Initiate by self for evidenced based documentation, preparing case studies, learning documents, research findings and communication regarding them
  • Work with partners to enhance and improve their abilities to analyse, document and communicate their work through quality reporting and case studies etc.

Capacity Building (Training):

  • Identify the needs of the partner organizations, facilitate and co-ordinate capacity building programmes streamlining with the partners' capacity building plan recommended by their ODA.
  • Professional support and training should be an integral part of the support function and will be an ongoing activity.
  • Liaison with WAN managers / advisers to receive support for capacity building initiatives on specific areas of concerned.

Support to the Partners:

  • Extended supports to promote exchange of experiences and promote best practices.
  • Support partners to undertake research works, pilot new innovative and creative ideas for improving WASH services for the poor & excluded people thereby to ensure the mass benefits and for documentation and communication of findings from research or pilot works.
  • Support partners through technical backstopping to mainstream WAN's WQ protocol thereby ensuring delivery of safe water quality as envisaged by the protocol.
  • Support partners in promoting CWRM approaches by helping them to undertake this initiative while delivering WSH services.
  • Support partners to implement inclusive, affordable and sustainable sanitation and hygiene promotion activities in accordance with WAN’s protocols; framework, approach / strategy papers, manuals / methods.
  • Advise partners on donor compliance issues, support them to comply with their action plans and provide necessary supports as & when required to ensure partners’ compliance with MoU/ToP signed.

Support to Programme Manager (Urban):

  • Provide feedback to the line manager and partners on actual results and any variances against budget on quarterly basis after reviewing their both quarterly progress and financial report.
  • Exclusive support in managing contracted funds, developing funding proposals, and reporting to the donors and WA-UK
  • Support line manager in complying the cooperation agreement / partnership agreement etc. with donors for effective management of contracted fund and programme under such fund by delivering to the poor as expected by the programme and the agreement.
  • Assist in preparation of annual work plans, reporting and monitoring the programmes under way.
  • Support in initiating new innovative approaches, creative works that adds value to the organization and its partner organization.
  • Prepare concept papers and Notes, Proposals for Programme and Research along with the budget estimates and submit to programme manager for its finalization for approval.
  • Support in promoting CWRM approaches among partners and in the sector; in enacting WAN's WQ protocol through partners while delivering water projects to ensure delivery of safe water to poor as per the standards mentioned in the protocol.

Others:

  • Work with the best interest of WaterAid values and its’ users in mind.
  • Promote importance of value for money as a part of organisational culture.
  • Support WAN's urban programme by providing technical backstopping to WAN's urban partner.
  • Represent WAN's urban programme at meetings/forums/workshops whenever deemed necessary.
  • Any reasonable official duties as requested by the Line Manager.
  • Work with the best interest of children and WA’s child protection procedures in mind.

Person specification

  • A degree in engineering preferably with a specialization on a WASH-friendly discipline.
  • A minimum of three years of work experiences on urban WASH programme development, management, monitoring and evaluation.
  • Demonstrated experience of working with, supporting and building capacity of local partner organisations.
  • A sense of active work-related curiosity, a learning ability, and a demonstrated commitment to do results-driven development work, even under ambiguous circumstances.
  • A team player who adds value by working collaboratively to deliver results.
  • Familiar with donor contract compliance work, and strong in writing funding proposals.
  • Background in working with urban poor, marginalized and excluded communities.
  • Proficient in using word processing, spreadsheet and presentation software.
  • Fluent in spoken and written Nepali and English language.
  • Able to commit to WaterAid’s values and child protection procedures
