The Sakchyam Access to Finance Programme (Sakchyam) is an initiative funded by UKaid as part of a bilateral agreement between the Governments of Nepal and the UK. It is implemented by WSP USA Solutions Inc. (WSP) for UK Foreign, Commonwealth and Development Office (FCDO) in partnership with international and local institutions.

The Programme works with the public and private sectors to leverage access and facilitate financial sector development in Nepal for Small and Medium Enterprises (SMEs) as well as low income households. The Programme has three main components: Component I to support Banks and Financial Institutions to improve SME Financing; Component II to strengthen the capacity of Microfinance Financial Institutions (MFIs) and cooperatives to improve service delivery; and Component III to increase the financial capability of households and enterprises.

The Programme Manager will support leadership in the successful execution of programme activities. S/He will be working from the planning level to the implementation process with the different teams and partners of the programme. S/He will be responsible for providing necessary support and monitoring for the smooth functioning of various components of the programme and the partners. 

Key Responsibilities

  • Support the team in the implementation of Sakchyam’s strategy by ensuring that all strategic themes are harmoniously integrated into partner programmes
  • Support the Planning, Monitoring, Evaluation and Compliance teams to enforce implementation standards and timely delivery of programme work
  • Effectively coordinate the information and request flow from the donor to partner level to actively support the programme
  • Develop templates, tools and other support materials to facilitate effective and timely information flow to increase efficiency
  • Support effective monitoring of partners and programme delivery mechanisms at different levels of execution
  • Support the process for delivering innovative change and monitor the progress of change in Sakchyam’s focal districts
  • Support Finance and Admin Team in the contracting and monitoring of local sub-contractors
  • Regularly review assigned risk management roles and ensure adequate controls are in place and report accordingly
  • Guide field offices to follow established procedures and guidelines to achieve overall objectives of the project
  • Support Louis Berger home office on requests associated with internal and external audits; work with the project team to provide the necessary documentation to comply with audit and financial review requirements
  • In coordination with the Home Office, provide the project management with regular updates to budgets, expenditures, Value for Money Plan and burn rates
  • Lend support to the Challenge Fund team when required
  • Assume other management tasks determined by the Team Leader

Reporting: Candidate will report to the Team Leader

Minimum Qualifications and Experiences:

  • Master’s degree in finance, and/or business administration or related areas
  • Minimum of 10 years’ experience in Leadership management in private sector and similar donor-funded programmes
  • Strong understanding of design and implementation of a ‘Payment by Results” donor-funded programme 
  • Work experience in programmes involved in adopting economic development models to increase households’ income and access to affordable finance is preferred
  • Experience in the effective use of digital media to raise awareness and increase the transparency of DFID’s efforts in Nepal
  • Experience with UKaid/DFID funded programmes and Value for Money indicators, strong negotiation and coordination skills will be an added advantage
  • Fluent in English, writing and speaking 
  • Must be a Nepalese national and have the ability to travel extensively across Nepal
