Overview:
The Programme Director (PD) will work closely with the INGO Country Director and provide leadership and strategic direction to the programme team. The PD shall be responsible for all aspects of programme management, design, delivery, monitoring, evaluation, learning and reviews. The PD will assist the international team in proposal writing for key donors and fundraising for the overall Nepal programme and ensure accountability, transparency and careful monitoring and reporting of all projects.
Purpose of Position:
The Programme Director will directly manage a team and be responsible for ensuring effective coordination and implementation in the delivery of a joint strategy for child protection and welfare in all of the programs. Also responsible for the smooth running and day-to-day operation of the NGO, including all considerations related to finance, HR, admin.
Reporting Relationship:
Under the direct line management of INGO Country Director; The Programme Director (PD) will be working as a key team member of the organization for smooth operation of programme management, financial responsibility and overall management of the NGOs work.
Core Responsibilities and Task:
Position Profile:
- The Programme Director will contribute to manage all of the organisations various projects implementation and overview all the technical aspects related to the implemented activities;
- Ensure external representation of the organisation in relevant sectors
- Representation vis-à-vis district authorities, partners and international organisations: Participate in technical and sectorial meetings to ensure visibility amongst local stakeholders, authorities, partner’s and donors; and active participation with similar Child Protection NGOs and international organisations in Nepal
- Contribute to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required
- More generally, the Programme Director is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of the organisations mandate, ethics, values and child protection standpoint with regard to other actors
Project Cycle Management:
- Project implementation: Plan, guide and monitor the various stages of project implementation and thoroughly manage project finances, logistics and materials
- Liaise with all internal and external counterparts of the project
- Project reporting requirements: Create/update work-plans for the projects
- Set up a clear timeline of reports to be submitted to project Donors, Stakeholders and NGO Board members
- Draft narrative reports to donors, monthly internal reports and contribute to the development of financial reports through regular budgetary follow up
- Ensure adherence to organisation procedures. More generally, communicate systematically to the relevant Project Officers on project progress and planning
Provide Relevant Technical Expertise:
- Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation
- Collect technical information and analyse associated opportunities and risks
- Define adequate technical modalities and strategies of intervention as per project objectives
- Identify relevant technical authorities and partners, and propose formal partnership and/or contracts
- Undertake quality control: Analyse technical added-value and project impact
- Propose and implement solutions to problems encountered
- Set up technical evaluation exercises during and following implementation
Oversee Programme Staff:
- Guide and direct programme staff: Organise and lead project coordination meetings
- Prepare and follow work plans with each project member
- Ensure a positive working environment and good team dynamics (solve out potential conflicts)
- Adapt the organograms and ToRs of project personnel according to the project development
- Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Director with recommendations (new position, changes to contract or salary etc)
- Ensure a building of capacity amongst technical staff in the relevant sectors
- Contribute to the recruitment of expatriate and national staff: When requested by HQ or by Country Director, draft ToRs or Job Profiles and undertake interviews to assess technical abilities of expatriate and national candidates
