Core Function: The Program Manager is responsible for the overall management of Habitat Nepal’s East Field Office. Their responsibilities include oversight of the administration and financial management of the office and its projects, brokering and nurturing partnerships with local NGOs and the government, human resources/staff management and development, and the supervision and monitoring of project implementation. This role involves significant collaboration and networking with government and concerned stakeholders at local and provincial levels. The program manager is also responsible for ensuring reports are prepared and submitted on time to concerned departments, stakeholders, and authorities. As a member of the Program Management Team, the Program Manager contributes to program design, strategic planning, grant tracking, problem-solving, and budgeting.

Duties and Responsibilities:

  • Manage day to day operations of Habitat Nepal Field Office East including financial and human resource management, budget preparation, budget monitoring, and oversight, and to ensure timely provision of support – including staff, finance, and logistics- for the successful implementation of projects under the field office. 
  • Manage, oversee, and ensure the quality implementation of project intervention/activities for the targeted community and household as per the agreement, work plan, and organizational guidelines.
  • Coordination, networking, liaising with government, private sector, and other like-minded organizations for project planning, implementation, supervision and monitoring, and leveraging resources for the same.
  • Supervision, monitoring, and performance evaluation of staff, provide managerial guidance, and supports them for optimal program/project implementation and their professional growth.
  • Timely reporting to different departments, donors, governments with support from relevant staff. Regular reports and updates on project progress and implementation issues internally to different departments of central office through line manager/supervisor.
  • Manage partner NGO relationships including sub-grant negotiation, oversight of project implementation by partner organization as per the signed agreement, timely disbursement of funds to the partner organizations, and ensuring the expenditure according to terms and conditions mentioned in the agreement. 
  • Ensure that partners fulfill their duty following their responsibilities and feed into the real-time database. Work in close coordination with the HFHN GIS/Database expert to maintain an updated database.
  • Other duties as assigned by supervisor.

Knowledge and Skills Required:

  • Excellent English and Nepali communication skills (Reading, writing, and speaking) and a good understanding of local languages.

Education Qualification, Professional Experience:

  • 8+ years experience in a development field such as community development, reconstruction following a disaster, community-based advocacy, rural livelihoods, or urban development.
  • At least 3 years demonstrated, substantive experience in a field-based managerial role.
  • Proven experience in coordinating or collaborating with government at least at the local/municipal level.
  • Experience in designing and leading projects that result in changes within government and/or market systems.
  • Track record of leading successful projects with a high level of organization, integrity, and accountability.
  • Ability to work in a multi-cultural environment especially with extremely poor, marginalized, and vulnerable communities.
