TEAM/PROGRAMME: Program Operations

LOCATION: Mahottari, Eastern Field Office

CONTRACT LENGTH: Fixed-term until December 2023

CHILD SAFEGUARDING:Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Program Coordinator is overall responsible for management of planning, implementation, monitoring, and reporting of MNCHN activities in Mahottari district of Nepal. The position holder will work in close collaboration with Municipalities/Palikas health units, Government Health Offices (HO) and Health Facilities (HFs), Provincial Health Directorate, Provincial Ministry of Social Development for effective and timely planning, implementation, monitoring and reporting of MNCHN activities. In addition, s/he will work as a budget holder for the MNCHN program and manage logistics, finance and human resources under the program in Mahottari.

S/he will represent the program at provincial and district level forums, meetings and consultations on policy and technical issues as per program requirements. S/he will work with close technical and programmatic support from health and nutrition team of Eastern Field Office. S/he will ensure the effective quality program delivery and regular monitoring of program related activities and coordinate with relevant stakeholders for sharing of lessons learnt for consistent uptake by other stakeholders. Furthermore, s/he works in close coordination with other programs and team in the district.

KEY AREAS OF ACCOUNTABILITY : 

Over all responsibilities

  • Strengthen MNCHN program planning, implementation, regular monitoring and reporting of MNCHN in Mahottari district
  • Prepare MNCHN program logical framework, result frameworks and DIP with phased budget 
  • Coordinate with Municipalities/Palikas, health facilities and FCHVs as required
  • Provide regular technical support to PNGOs, health facilities for quality program implementation in the program implemented areas and to other structures as and when required
  • Ensure the timely implementation of planned activities and prepare reports as per program requirement
  • Manage day-to-day operations and management of each activities of the program components –ensuring coordination between the team members in different components – to ensure that all components are in tandem
  • Manage the program in line with the approved program documents with close support from EFO and ensure quality results
  • Monitor the financial expenditure regularly and ensure adequate burn rate of the program  with support from finance department 
  • Prepare & share monthly program tracking report and financial report
  • Manage external and internal visits to the program
  • Liaise with government counter parts like Provincial health department, Municipality/Palika health unit, D/PHO and HFs and ensure effective coordination & collaboration with Municipality/Palika health unit, D/PHOs and other stakeholders to create enabling environment
  • Proactively identify other actors working on to improve MNCHN situation and develop collaboration with them (particularly with other agencies executing related programs) to create synergies and deliver better results
  • Coordinate closely with other programs and teams in the district so as integrate and address the issues of MNCHN
  • Represent MNCHN program at different forums 
  • Support H& N team in development necessary tools for surveys, operational research and regular monitoring
  • Supervise the program staffs, partner staffs and manage their performance and provide timely feedback if necessary.
  • Design, test and finalize Health Faculty assessment tools in close consultation with Technical Manager H&N
  • Conduct/facilitate need assessment process at health facility level
  • Ensure that financial processes and program activities are in line with SC policies and norms
  • Support to Develop annual work plans

Technical Support to MNCHN program

  • Provide technical support for the quality planning, implementation and monitoring of maternal, new-born and child health program with local government and D(P)HO 
  • Support Municipalities/Palikas in planning and conduction of integrated review of maternal, newborn and child health programs
  • Provide technical support to statistical section for Palikas and district to monitor the progress and for trend analysis
  • Provide technical support to Municipalities/Palikas while implementing maternal, new born and child health programs as necessary
  • Plan, conduct, follow-up and monitor maternal, new born and child health related training program, MNH update and onsite review and coaching in the district
  • Establish good coordination with Palikas, HFs and other development partners for smooth operation of the program interventions 
  • Coordinate with other existing EDPs who are working in the impact area for program synergy
  • Ensure the timely and quality supply of essential health commodities and materials of MNCHN program in the impact areas
  • Facilitate/participate in meetings, trainings and workshops in the Palikas and provide technical support in regard to MNCH program
  • Support HFs, CHWs/FCHVs in recording, reporting, and also ensure that data is being collected at health facilities and reported routinel
  • Ensure timely collection of accurate, complete, consistent data from health facilities relevant to MNCHN program and analyze them for better program design
  • Participate in monthly meetings at Palika level to provide technical support and feedback as and when necessary.Support technical manager Health & Nutrition in preparation of reports. Prepare quality indicators for health facility categorization in terms of MNCHN activities
  • Prepare onsite coaching and mentoring guideline in tandem with national guideline and implement in the birthing centers and BEOmNC centers

Partnership Management

  • Identify the appropriate partner NGO at district to conduct the program activities
  • Coaching, and mentoring the partner staffs to develop capacity on MNCHN program
  • Day to day monitoring and supervision of PNGO to ensure the quality delivery
  • Support to PNGO for hiring HR, effective and efficient use of resources and time management

Reporting/Documentation 

  • Support Program Manager Health and Nutrition to do the documentation of maternal, new born and child health initiatives/pilot interventions in the impact area Prepare case-stories and success stories of the program from the impact areas
  • Develop OPMIS indicators and ensure and update the OPMIS of the program regularly
  • Process documentation of all major interventions and lesson learnt 
  • Regular tracking of program and submit the program tracking report with logic
  • Prepare impact area narrative report of Samunnati MNCH program.
  • Support to Technical Manager Health and Nutrition for final narrative and other program report preparation

Strengthening of local governance

  • Capacity building of Health Facility Operation and Management Committee for Quality improvement in MNCHN services in Health Facilities

Research, and innovation/pilot interventions 

  • Support the research component of the project in collaboration health and nutrition
  • Ensure obtaining ethical approval of the research part of the project from Nepal Health Research Council and ERC approval
  • Design pilot interventions and document the best practices 
  • Compile and share pertinent technical and programmatic literature and information produced or found locally or globally
  • Develop necessary tools 
  • Analyze the available data using standard statistical software and produce necessary reports

Tools and Material Development 

  • Take lead in the development, implementation and monitoring of BCC initiatives under the MNHCN program 
  • Develop technical support visit checklists for program, to be used during technical supportive supervision and ensure data entry and analysis of application of standard statistical software

Occasional Significant Duties

  • Organize and manage technical and programmatic inputs for the MNCH program partners and consultants so as to ensure smooth operations and ownership of the program by in-country counterparts and partners
  • Develop work-plan, monitoring plan and procurement plans in close coordination with respective team
  • Provide support, as and when required to the Health and Nutrition team on activities related to the other programs of the team.
  • Assist technical manager – H & N for smooth operation and quality program implementation as and when required
  • Supporting Save the Children’s dual mandate of development program as well as in emergency preparedness and response program

QUALIFICATIONS 

  • Master degree in Nursing or related field 

EXPERIENCE AND SKILLS

  • At least three years (two years for GESI group) in leading and managing MNCHN (or relevant) program

  • Sound computer skills on word processing, power-point, Excel and basic computer software
