Street Child is an international charity based in the United Kingdom that aims to create avenues for out-of- school children to access education by through an integrated approach that strengthens the capacity of teachers, schools and communities to sustain their investment in the education for their children.

Following the devastating earthquakes in April and May 2015 that left more than 1 million children out of school and destroyed or damaged over 50,000 classrooms, Street Child UK expanded its operations into Nepal to assist local partners to re-establish education in some of the country’s worst affected communities. 

With the support of DFID, it is now implementing education and livelihood program targeting marginalized girls in Mahottari, Dhanusha, Siraha, Saptari and Sunsari districts in Nepal.Street Child of Nepal is therefore calling applications in following position for the implementation of its new program:

Job Description

Reports To: Programs Manager
Working Hours: Monday-Friday, 9:00 am to 5:30 pm

Objective/Purpose of the Position:

The Logistics Officer is responsible for supporting the implementation of all Street Child of Nepal projects by ensuring the timely procurement of goods, provision of transportation services, careful and frequent recording of movements and changes and the safety and security of staff members and their operations. The Logistics Officer will work closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all Street Child of Nepal’s activities. This is a critical position in Street Child of Nepal and requires diligence, dedication, and a capacity to handle numerous duties within a changing environment.

Key Responsibilities:
Procurement:

  • Lead on overall procurement and logistics requirement of the organisation
  • Prepare annual procurement plan and submit to the management for approval.
  • Conduct regular market survey, analyse different vendors and prepare a database of active and approved supplier for regular purchases
  • Ensure that all necessary documents relating to procurement are properly filed and documented.
  • Establish and maintain centralized records of all assets for both consumable and fixed assets.
  • Implement effective internal control of assets, inventory and property management.
  • Maintain proper control and monitoring procedures for the procurement and contracting processes.
  • Responsible for ensuring the transparency and competitiveness of bids analysis, and bidding and tendering processes.
  • Prepare and manage Request for Quotations (RFQ’s), Purchase Requests, Bid Analysis Sheet (BASs), and review purchase receipts, quotations, bids and proposals, evaluations and negotiations of all goods and services to ensure compliance with procurement regulations.
  • Provide recommendations on pricing, sourcing and specifications relating material, goods and services for the project in order to improve deliverables and project quality.
  • Ensure that all paperwork and procedures are followed for customs and duty exemptions in coordination with the relevant government offices.
  • Ensure that all procurement and contracting processes are in full compliance and all activities are up to date with organization and donor reporting and auditing requirements.

Logistics:

  • Plan, coordinate and manage all the logistical requirement including accommodation, transportation, vehicle movements, supervision of drivers, and management of staff movements.
  • Ensure consistent communication, coordination and responsiveness with the managers and field staff on the status of procurement, contracting and logistics activities.
  • Establish and maintain an internal tracking system for staff leaves and holidays.
  • Keep track of education materials or project supplies delivered to the districts/schools and prepare a reconciliation between items received and delivered.

Administration:

  • Provide general administrative and clerical support including mailing, scanning, faxing and copying to management.
  • Maintain electronic and hard copy filing system.
  • Open, sort and distribute incoming correspondence.
  • Assist in resolving any administrative problems.
  • Prepare and modify documents including correspondence, reports, drafts, memos and emails.
  • Assist in banking transaction.
  • Visit Tax office for deposit of tax liabilities and other required support.
  • Maintain office supplies and update inventory.
  • Perform such other duties as may be assigned by manager.

Required Qualifications:

  • Master’s degree in Management, Finance or Accounts or relevant field.
  • Minimum of three years of experience in handling procurement and logistics in development organization is preferred, previous experience in humanitarian response is an added advantage.

  • Strong strategic and critical thinking skills so as to conceptualize multiple approaches to solving a problem and drawing out a clear roadmap with roles and responsibilities.
  • Excellent cooperation and collaboration skills, with the ability to work with a multi-disciplinary, diverse and dynamic team.
  • Excellent command of English and Nepali Language (written and spoken).
  • Excellent computer skills (Microsoft Word, Excel etc.)
  • Excellent communication skills with an ability to engage with a range of stakeholders.
  • Ability to work independently on a range of tasks and to take initiative to take on further responsibilities as appropriate.
