Required Qualification and Skill:

  • Bachelor’s degree in the social sciences, development studies or any other relevant discipline with a minimum of three years of demonstrable experience in Project Monitoring and Evaluation, and Capacity Building.
  • Excellent command of English, (written, oral, comprehension) including good writing skills.
  • Excellent command in data base management
  • Strong interpersonal skills and the ability to work under pressure in a structured, organized and responsive manner 
  • Demonstrated ability to produce the high-quality media materials (Photos and Videos)
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Willingness to undertake field visits frequently in the rural setting 
  • Familiarity with statistical packages, qualitative data analysis software, graphics presentations and other relevant online digital and mobile-based applications to support MEAL.



Job Description

Position Description: 

Planning, Monitoring ,Evaluation Learning Officer (MEAL) will be responsible for assistance support project planning implementation and leading roll of M&E plan development, tracking of all project activities in a standard and prescribed format, progress and milestone reporting to Project Coordinator and contact person of USAID. MEAL Officer will contribute in supporting the implementation of MEAL and capacity building activities HRC-Bajura .

Reports to:  Project Coordinator/AOR of USAID

Major Roles and Responsibilities: 

Monitoring, Evaluation Accountability and Reporting 

  • Lead in formulation and implementation of project M&E plan and ensure M&E plans are in place and followed by the project team and are updated on a quarterly basis. 
  • Support project MEAL team in conducting various assessments, and quantitative and qualitative data collection exercises.
  • Orient and support new staff and partners to MEAL requirements of their projects
  • Develop the capacity of field teams in the areas of collection and analysis of data and impact measurement.
  • Ensure that complaints including safeguarding are recorded in the database and processed and that people receive an appropriate, timely response.
  • Support in the consolidation of project monthly report/Project trackers/ Milestone Report to Donner.
  • Review the project reports together with the Project lead and ensure timely submission of high-quality donor narrative reports.
  • Leading the development of an organizational annual report for the public and donors in collaboration with all program team members.
  • Support in the organizing of DIP workshop and in preparation of DIG.
  •  Support the monthly project review meetings to keep senior staff aware of targets and achievements according to the DIP.
  • Undertake regular field visits and produce Monitoring reports of the projects and provide feedback on time.
  • Support the senior team in organizing MPAC meetings and submitting reports in line with the agreement signed.
  • Initiate in conducting post-distribution monitoring as well as real-time monitoring.

Program Design and Management 

  • Assist in conducting, desk reviews, need assessment, Gender analysis to support the preparation of project concept notes and proposals.
  • Contribute to the production of fundraising and communication materials.
  • Assist in managing short-term humanitarian projects

Learning and Organizational Development 

  • Contribute in organizational learning initiatives.
  • Undertake training need assessment and develop capacity development plan.
  • Conduct periodic reviews of project performance and assist in develop action plans on identified gaps.
  • Assist in organizing workshops, seminars, training and associated documentation.

Additional task 

  • Perform any other task and duties assigned by the line manager
