Job Description

Department: Planning, Monitoring, Evaluation and Learning (PMEL)
Reports to: Country Representative
Duration: Initially for two years fixed-term with probation period of six months; high possibility of extension
Location/Travel: Kathmandu with frequent visits to WAN project sites; some international visits will be required

Purpose of Job:

The PMEL Manager leads and manages the Planning, Monitoring, Evaluation and Learning (PMEL) Unit of WAN. The Unit provides guidance and technical support to WAN team on planning, monitoring, evaluation and learning, and is primarily responsible for monitoring progress against WAN Country Strategy, ensuring programme quality standards are in place and managing multiple accountability requirements of donors and stakeholders.

Duties and Responsibilities:

Planning

  • Coordinate and facilitate the overall organisational planning process of WAN
  • Ensure that Programmes receive adequate support in the planning process by supplying relevant data, information and guidance for planning with partners
  • Lead the development of annual work plan for PMEL unit, and responsible for integrating/consolidating work plans across WAN (Programmes and Support Units)

Monitoring and Evaluation

  • Develop monitoring and evaluation frameworks for national Country Programme Strategy (CPS) and identified pieces of work such as for donor specific requirements
  • Develop standards and tools to monitor the quality and rigour of WANs programmatic work
  • Review monitoring and evaluation practices, system and frameworks as well as associated guidelines, tools and methods- example- Post Implementation Monitoring Surveys (PIMS), field monitoring tools, communication-based M&E system
  • Work closely with Programmes to incorporate M&E into programme design and the programmatic lifecycle to enable programme planning that establishes clear indicators and milestones and encourages monitoring and periodic reflection to support learning
  • Drive the development of M&E frameworks & tools for advocacy and campaigns
  • Lead M&E system development and procedures for the monitoring and evaluation of project activities
  • Coordinate periodic review, reflection and learning forums for WAN staff and partners

Data Management and Analysis

  • Stay up-to-date regarding the changes and progress in the sector and WaterAid global requirements in order to advise and recommend tools and strategies to increase programme effectiveness
  • Review the existing data collection and management systems and propose solutions for improvements
  • Carry out planned field visits to ensure the quality of data collected by Programmes and to verify the accuracy of reported data
  • Analyze changes and patterns in KPI data and reports in order to make recommendations to Programmes
  • Ensure that donors, partners and Programmes data queries are addressed in an accurate and timely manner

Communication, Reporting and Compliance

  • Support Programmes in reviewing donor reports to ensure high quality reports are submitted on time- quarterly, six-monthly and annual reports
  • Support Programmes in establishing log frames, M&E work plans, and targets while drafting donor project proposals as well as throughout project implementation
  • Review and analyze reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting
  • Lead and coordinate the new Project Agreement (PA) process with the Social Welfare Council (SWC) and other authorities as required
  • Closely monitor and follow-up on compliance requirements with the government and other authorities- example: renewal of General Agreement (GA) and Project Agreement (PA) with the SWC

Capacity Building

  • Conduct regular consultations with Programmes and Partners to identify capacity building needs of staff, and also design, plan and coordinate relevant capacity building initiatives

Team and Line Management

  • Develop strategic plan for WAN PMEL unit
  • Lead all PMEL initiatives within WAN, and support regional and global PMEL initiatives
  • Manage team members in PMEL unit ensuring clarity in their roles and responsibilities
  • Role model performance management by practising planned and effective coaching, mentoring, development and appraisals of team members

Others

  • Work with the best interest of WaterAid and its beneficiaries in mind
  • Manage plan and budget as Budget Holder for PMEL Unit
  • Promote importance of value for money as a part of organisational culture
  • Represent WAN at meetings/forums/workshops when necessary and as advised by the line manager
  • Any reasonable official duties as requested by the line Manager
  • Work in coordination with:
  • District stakeholders and line agencies
  • Project management team at district level
  • Partner field offices
  • WAN programme teams

Person Specification

  • At least a Master’s Degree in Social Sciences, Project Management, or relevant subject, preferably with specialisation in Monitoring and Evaluation
  • A minimum of seven years of work experience with 3 to 5 years of managerial experience in Monitoring and Evaluation in an INGO (essential);
  • Experience in Project Management monitoring and evaluation tools, systems and technology
  • High level proficiency in Windows Excel and quantitative analysis; experience of proficiently operating M&E software
  • Demonstrable experience of designing M&E tools, surveys, and evaluations
  • Demonstrated ability to train and build capacity of others
  • Strong interpersonal skills and managerial capacity
  • Strong leadership, strategic planning and management skills with an ability to work in a multi-cultural setting
  • Experience in technical report writing and research activities
  • Fluency in spoken and written Nepali and English language
  • IT literate (word processing, spreadsheets, and presentation)
  • Self-motivation, creativity and an ability to perform without close supervision
