CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies. CRS Nepal has been implementing emergency response and recovery (Including COVID-19) program in Nepal, and further plans to extend sustainable livelihood development program in various districts of Nepal. Additionally, CRS is implementing USAID supported livelihood technical assistance program Farmer to Farmer (F2F) in Bagmati Province, Province 5, Karnali Province and Sudurpaschim Province. The Housing Recovery and Reconstruction Platform (HRRP) led by CRS Nepal since March 2017 has been providing coordination support services across 32 earthquake affected districts. CRS Nepal is currently expanding its support to address the Covid-19 economic recovery needs for the vulnerable households in Palpa and Gorkha districts. Further, CRS Nepal plans to expand community resilient program through the implementation of Shelter, WASH and Sustainable Agriculture Livelihoods in the western earthquake affected districts of Nepal.

Job Description

Reports to: Finance Manager 

Band: D

Role and Job Summary:

The Finance Officer will work with the Finance team in ensuring adequate stewardship of agency resources and sound accounting in line with generally accepted accounting principles and CRS policies and procedures. The major responsibilities would include, financial management, monitoring and review of partner’s finances. This includes, verifying payment requests, reviewing and consolidating cash forecasts, quarterly and monthly monitoring, validating liquidation reports and tracking of receivables, donor reporting, ensuring internal control and compliance of CRS sub-recipient financial management policy.

Job Responsibilities: 
The detailed job responsibilities include, but are not limited to:

REPORTING:
Accounting and fund Management:

  • Verification of daily transactions and data entry to sun system 
  • Follow up with respective Finance officer for any quarry relating to partners financial management
  • Verification of the payment, advances, reimbursement and settlement request
  • Processing the payment, advances and settlement through straight to bank
  • Getting the proper approval of the payment
  • Informing the respective department/ staff for collecting the payment
  • Follow up with the respective staff/other offices for the outstanding aging balances
  • Maintaining the cheque register
  • Preparing the monthly cash flow and quarterly cash forecast for Kathmandu office
  • Payment processing to partners
  • Preparing the bank reconciliation of Kathmandu office
  • Work closely with program manager and support in donor reporting
  • Perform monitoring and supervision of partner finances and reporting to finance manager/program manager
  • Review financial reports received from partners and prepare liquidation, ensure authorization and upload to SUN system
  • Develop a proper plan of action for partners’ financial assessment, review, monitoring and ICIP closing
  • Supporting in month-end closure process
  • Supporting in Cost allocation process
  • Support to another finance officer as and when required
  • Any other duties as assigned by Finance manager

GENERAL:

  • Providing support to the Finance Department of state offices 
  • To perform any other duties assigned by the supervisor or designate in the interest of the agency    

Key Working Relationships:

Internal:  Administration and Finance Department, program manager, Head of Offices, Human Resource Department and CRS partners.

External: Banks, External Auditors.

Personal Skills:

  • Possess excellent oral and written communication skills
  • Strong accounting and financial analytical skills with a demonstrated record of accuracy
  • Effective problem solving skills, proactive and comfortable working with a team
  • Ability to provide exceptional customer service and work effectively in a team environment.
  • Ability to work independently, good judgment skills and commitment to CRS’ mission
  • Ability to transfer knowledge through formal and informal training
  • Maintain confidentiality of work

Qualifications:

  • Minimum 5 years of progressive experience in accounting and finance
  • Inter CA will be preferred
  • Experience in NGO/INGO is desirable
  • Knowledge and experience of partner’s financial management and reporting, financial monitoring and report review, Internal control improvement and donor reporting
  • Strong computer skills required including knowledge of Microsoft applications and experience of Sun Systems accounting software is desirable
  • Strong accounting and financial analytical skills with a demonstrated record of accuracy
  • Willing to work additional hours as and when required

Travel Required:

  • This position requires 40-50 % travel to field offices (Gorkha & Okhaldhunga) for financial monitoring and support to partners

Physical Requirements/Environment:

  • This position is based in the CRS office in Kathmandu but provides support to other CRS offices in Nepal
