Human resources for health (HRH) continue to pose a critical challenge for Nepal with the result that an important part of the population lack access to one or more essential health services, and many more lack access to quality care. A key contributing factor is the shortage, maldistribution and uneven performance of health workers. Health needs are also changing as populations' age and non-communicable diseases increase, and this has major implications for planning and managing the current and future health workforce. The achievement of universal health coverage and the health related health goals will depend substantially on improving health workers’ availability, accessibility, acceptability and quality. Health workforce issues are recognized as central to attain, sustain and accelerate progress in universal health coverage. The overall objective of the Support to the Health Sector Programme is to strengthen health systems in order to make progress towards Universal Health Coverage (UHC). UHC is furthermore a leading priority of National Health Sector Strategy (NHSS) and will be central to progress on the Sustainable Development Goal for Health.
S2HSP is executed by the Ministry of Health and Population (MoHP) and supported by GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). S2HSP is in line with the Nepal Health Sector Strategy (NHSS) 2015–2020 and aims to improve access to effective and qualitative healthcare services, particularly for disadvantaged population groups in Nepal. S2HSP is focusing on 5 key result areas: (1) Social Health Insurance, including quality management system and hospital management, (2) Human Resource for Health including Human Resource Development and Management (3) Governance in Health (urban healthcare system and federal health system), (4) Strengthening Health Information Systems and (5) Adolescent Health and Development focusing on school health education, health promotion and prevention using digital solutions for empowering adolescents. The municipalities covered for the thematic area on HRH/S2HSP include Bidur, Nilkantha, Nepalgunj and Godawari.
