Fair Recruitment and Decent Work for Women Migrant Workers in South Asia and the Middle East; known as “Work in Freedom” (WIF) is a five-year inter-regional technical cooperation programme funded by the Department for International Development (DFID) – the Government of UK and being implemented by the International Labour Organization (ILO). The WIF programme is entering its second phase of implementation (2018-2023) aiming to reduce vulnerability to forced labour and labour trafficking by supporting mobility by choice among women and girls from South Asian countries of origin (e.g. India, Bangladesh and Nepal), more accountable recruitment pathways and better jobs with safety and dignity of workers in destination countries (e.g. India, Lebanon, Jordan, Oman, Kuwait) through multi-sectoral policy measures. 

Pourakhi a National Level NGO is one of the Implementing Partners of ILO Nepal for implementing select community-based activities of WIF. As part of a contractual agreement between Pourakhi and ILO Nepal, on behalf of WIF Programme, Pourakhi is seeking applications for a temporary position of MRC Coordinator to be placed at Foreign Employment Promotion Board (FEPB). 

The proposed partnership of FEPB and WIF is mainly to enhance the capacity of the Migrant Resource Center of FEPB as a national Migrant Resource Center (MRC) linking it with the district level MRCs. It aims to develop policy guidelines to improve access to accurate and relevant information at the pre-decision stage of migration and throughout the migration cycle to enable potential migrant workers for taking an informed decision on labour migration and access to available services for protecting rights of migrant workers and making their work experiences safer and decent. In this regard, Pourakhi is seeking applications from qualified, experienced, and results-oriented Nepali citizens for the following position.

Number of Position: One

Duty Station: FEPB, Kathmandu with frequent field visits 

Duration: ASAP- till 15 April 2019, with the possibility of extension subject to ILO’s approval on the performance of the candidate and requirement of the position at FEPB.

Key Responsibilities:

Under direct supervision of the Executive Director of the Foreign Employment Promotion Board, the Project Coordinator will be responsible for overall management of the project and provide necessary technical support to the staff of MRCs for effective delivery of services. She/he will also be responsible for coordination and communication between the concerned stakeholders at national and district level including the counterparts of the concerned Ministries and their district offices, ILO and its implementing partners of the Work in Freedom Programme. She/he will be responsible to report the progress to the Foreign Employment Promotion Board, with a copy to Pourakhi and ILO.

  • The Project Coordinator will primarily be responsible for the following tasks:
  • Prepare work plans for timely delivery of the project activities as per the project document
  • Provide safe migration information services to the potential women migrant workers visiting the national MRC to reimburse the pre-departure training fees
  • Act as a focal point for the national level MRC extending proper coordination, networking and reporting mechanisms among the MRCs established throughout the country
  • Coordinate and organize a meeting with concerned stakeholders for their inputs in formulating policy guidelines and other technical agendas
  • Coordinate and work closely with the assigned consultants on tasks related to the project and other relevant activities carried out by the FEPB from other sources
  • Provide necessary information, guidance, IEC materials, and technical support to the MRC Officers of the FEPB, MoFA and the district based MRC officers on time
  • Handle finance management of the project to ensure that the expenditure is made in line with the project document
  • Conduct technical support and monitoring visits to the district based MRCs  on regular basis and take necessary actions for effective delivery of services in consultation with the Executive Director of FEPB
  • Compile reports received from district MRCs and update the database at the central level MRC
  • Facilitate periodic meetings with the ILO and concerned Ministries (MoLESS, MoFALD, MoWCSW, MoHA, and MoFA) for collaborative actions and review of progress
  • Prepare periodic progress and finance reports of the project including a monthly fact sheet and documentation of case studies/ best practices
  • Perform other duties as per the requirement to achieve tangible results for the prevention of trafficking, promoting safe migration and decent work for Nepali migrant workers, with a particular focus on women

Required qualifications and experiences:

  • Master degree in Social Science, Economics, Public Administration, Gender, development study or another relevant subject
  • Relevant experience of at least two years in project management, labour migration trend and anti-trafficking movement in Nepal; the experience of developing IEC materials and engaging in policy dialogue will be an added value
  • Comprehensive understanding and knowledge of effective service delivery and outreach, social work, and coordination and communication technics
