Population Media Nepal (PMN) is a non-profit organization established in January 2018 in Nepal. PMN uses entertainment-education and mass media to promote social and cultural change by addressing the interconnected issues of the full rights of women and girls, population, and the environment.

The unique Social and Behavior Change Methodology which has been rigorously and repeatedly tested and proven in a dozen other countries by Population Media Center is applied to bring about measurable changes in knowledge, attitudes, and practices. It has produced Mai Sari Sunakhari (‘Orchid Like Me’), a 204-episode Nepali radio serial drama and Hilkor (‘Ripples in the Water’), a 104-episode Maithili radio serial drama that featured issues of child marriage, family planning, gender-based violence (GBV), maternal and child health, nutrition, migration, and reproductive health. PMN has been working with young adolescents of Province 2 on community based theater and campaigns to motivate positive behaviors and normative change in deep rooted social issues.

General Description

The Monitoring & Evaluation Officer, under the supervision of the Population Media Nepal (PMN) Director, oversees and coordinates all research activities for PMN’s program in Nepal. This is a full-time position. 

Technical Leadership 

The Monitoring & Evaluation Officer provides technical leadership and coordinates all research for PMN’s program. S/he will provide technical leadership to the team and assist the Director in development of budgets for all research activities during the life of the program. S/he will also work closely with the Technical Research Unit at Population Media Center (PMC), Headquarters to ensure that in-country research meets the specifications required by the program and its partners. The Monitoring & Evaluation Officer will also: 

  • Assist the Finance Office to monitor research expenses as per project budgets, and report these to the Director in a timely manner.
  • Assist in proposal development and budget estimations for research activities, as needed.
  • With the assistance of the Technical Research Unit at PMC develop research protocols and monitoring and evaluation (M&E) plans.
  • Determine the timeline for all research activities and ensure that research activities are implemented in a timely fashion.
  • Work with the Technical Research Unit at PMC and in-country research contractors to develop instruments for qualitative and quantitative research. 
  • Keep abreast of required approval procedures (such as ethical clearance) for all research activities conducted in-country.
  • Assist the Technical Research Unit at PMC to develop terms of reference for in-country research activities.
  • Assist the Technical Research Unit at PMC to: clean and organize M&E data; analyze research data; write reports on and disseminate research findings.
  • Gather, compile, and analyze data from relevant social media platforms. Integrate these findings into other M&E findings and reports.

Supervision and Monitoring of Research Activities

The Monitoring & Evaluation Officer will oversee and monitor all research activities during the life of the program, including monitoring progress on all research activities, and submitting timely reports to the Director. S/he will provide technical input and supervise data collection of all research activities in country. The Monitoring & Evaluation Officer will also:

  • Monitor progress of all research contracts and assure that the Technical Research Unit at PMC receives data, technical reports, and any relevant deliverables according to the terms of the contract. 
  • Accompany research contractors during research activities to: monitor research progress, document research activities, and ensure quality control of data collection.

Analysis and Reporting

The Monitoring & Evaluation Officer will be responsible for overseeing analysis and reporting including assisting the Director in preparation of research reports for PMC, donors, government counterparts, and project partners. S/he will also respond to any other analysis and reporting duties as requested by supervisors. The Monitoring & Evaluation Officer will also: 

  • Assist the Technical Research Unit at PMC and in-country research contractors to prepare and submit manuscripts for peer reviewed journals and other publications.
  • With the Marketing & Communications Unit at PMC, prepare fact sheets and presentations about the project(s) in Nepal for donors, partners, and the public.
  • Conduct the monthly telephone survey in coordination with Director and revise the survey protocol (sampling or questionnaire) as needed.

Qualifications:

  • Preferred advanced degree in social sciences, public health, international development or a related field.
  • 3-5 years of experience in program design, performance monitoring, and evaluation for international development projects 
  • Excellent English writing, speaking and presentation skills
  • Ability to travel within Nepal up to 30% time
  • Prior experience with non-governmental organizations strongly preferred
  • Proficiency in using statistical analysis software (EPI-INFO and SPSS preferred), qualitative data analysis software (e.g., Nvivo), and Excel 
  • Attention to detail
