The Sakchyam Access to Finance Programme (Sakchyam) is an initiative funded by UKaid as part of a bilateral agreement between the Governments of Nepal and the UK. It is implemented by WSP USA Solutions Inc. (WSP) for UK Foreign, Commonwealth and Development Office (FCDO) in partnership with international and local institutions.

The Programme works with the public and private sectors to leverage access and facilitate financial sector development in Nepal for Small and Medium Enterprises (SMEs) as well as low income households. The Programme has three main components: Component I to support Banks and Financial Institutions to improve SME Financing; Component II to strengthen the capacity of Microfinance Financial Institutions (MFIs) and cooperatives to improve service delivery; and Component III to increase the financial capability of households and enterprises.

Monitoring & Evaluation Coordinator will support in designing and implementing the MEL activities. S/he will continuously ensure the timely functioning of the different processes involved in periodic assessments of the programme. 

Key Responsibilities:

  • Provide support and carry out MEL activities to ensure the project achieves its targets, objectives, and goals
  • Contribute to implementing MEL Plan, result monitoring and outcome evaluations
  • Develop reporting/monitoring forms/formats for programme/projects as per need 
  • Work with different components, challenge fund, and communication team to track the progress of each project (s) 
  • Ensure timely data collection and reporting; coordinate and follow with partnership advisors, field staff and partner of the project (s) for timely reporting and carry out periodic assessments 
  • Provide technical backstopping support for result based monitoring, and facilitate project/ partners on MEL related activities; standardize and submit credible online quarterly reports
  • Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
  • Compare project(s) targets and achievement based on project (s) quarterly progress report (s), annual reports, and completion reports 
  • On-site and off-site monitoring of project (s) results, cross-verification of quarterly progress reports submitted by project/partners on a sample basis and or need-based. Report such findings, document, and provide written feedback to the respective project/partners for improvements
  • Regularly check and maintain Sakchyam MIS data for consistency, accuracy, and credibility. Quarterly compile, summarize and analyze MIS data for sharing and updating Sakchyam log frame 
  • Share Sakchyam programme/project (s) result - data/achievements/lesson to Sakchyam team for strategic/adaptive decision-making, project planning and dissemination
  • Assist in preparing monthly and quarterly reports on lesson learned based on Sakchyam/Project results; assist in the mid-term and final evaluation
  • Coordinate all MEL capacity-building activities with project staff, implementing partners/ staff
  • Assist/conduct MEL orientation/workshop/trainings 
  • Participate in quarterly reviews with M & E Director and assist in arranging results review/workshop 
  • In addition to these, the incumbent will be expected to perform other duties identified by the programme relevant to the position

Reporting: The candidate will report to the Monitoring & Evaluation Director

Minimum Qualifications and Experiences:

  • Bachelor degree or higher in management, social sciences or related field or equivalent experience
  • Minimum 3 years of relevant work experience in the private sector and/or multi-year development projects  
  • Previous experience of working in development programmes in Nepal that have adopted DCED standards and/or other widely accepted methods in monitoring and result measurement will be preferred 
  • Demonstrated strong management, coordination, teamwork, planning and reporting skills with proven ability to function effectively with multiple counterparts in private, public and the donor community 
  • Experience and understanding of the DFID and its reporting system will be preferred
  • Strong technical skills, including the ability to process and analyze data in a market development programme 
  • Excellent verbal, written interpersonal and presentation skills in English and Nepali 
  • Ability to travel extensively across Nepal
