Location: Habitat Nepal's East Office in Biratnagar

Reports to: Senior Research and MEAL Manager 

Field Visits: Frequent travel to project areas 

Core Function:  This position will play a vital role in the coordination and implementation of MEAL-related initiatives in alignment with Habitat for Humanity International's (HFHI) vision, mission, goals, objectives, and according to the need of program and projects and its operational context. S/he will ensure that a MEAL Plan is implemented and required data are maintained in the Habitat Nepal MEAL systems for reporting and support for informed decision-making while supporting the projects to have required data in an appropriate, adequate and consistent manner. In addition, s/he will actively collaborate with Program Operations to ensure alignment and co-sharing of MEAL initiatives.

Key Duties and Responsibilities :  

Support the development and management of Habitat ' 'Nepal's MEAL system, provide operational guidance, and ensure implementation of procedures.

1.1 Strategy & planning 

  • Support MEAL, aligning with Headquarter and the Asia Pacific (AP) standards and policies for mainstreaming in program and projects
  • Support Sr. Manager R-MEAL in the development and review of strategic initiatives in accordance with organizational priorities. 
  • Support in design qualitative and quantitative data management methods and tools (collection, storage, analysis, and reporting)

1.2 Implementation 

  • Support to integrate sound MEAL procedures in all aspects of the project/program
  • Support reviews the ' 'project's logical models and develops the overall MEAL framework/plan.
  • Monitor project interventions, overseeing the design, execution, and evaluation of progress through outputs, outcomes, and impacts
  • Support to develop and implement MEAL capacity plan for Habitat Nepal and partner staffs

1.3 Assessments and reviews 

  • Support to conduct outcome and impact assessments for implemented initiatives to generate learnings improve programming, and informed decision-making.
  • Prepare for periodic review and reflection workshops/meetings to review project plans and strategies.

1.4 Reporting 

  • Support in project and program level reporting 
  • Support in reporting to AP following the standard formats

1.5 Innovation 

  • Research, contextualize and develop implementation methods of MEAL initiatives.
  • Support to explore the innovations in systems and tools for building effective data-driven decision making culture within the program and respective departments

2. SPECIFIC DUTIES AND RESPONSIBILITIES 

  • Support to carry out research – assessments using primary and secondary data sources through data mining process for contextual program design and development.
  • Support in conducting inception meetings and facilitate in developing implementation guiding documents (detail implementation plan and work plan) to guide ' 'Habitat's project team and local partners for smooth implementation
  • Support in conducting baseline, mid-line, and end-line surveys to monitor and evaluate the outcome and impact of an initiative during and after its implementation.
  • Administer GIS-based Monitoring and Evaluation Tool (GMET); Spreadsheet-based tools and formats.
  • Support ' 'Habitat's and partners project staff in developing and applying data management, data analysis, basic surveying, and sampling techniques, properly documenting, organizing, and capturing program progress, project activities, and reporting.
  • In conjunction with ' 'Habitat's and ' 'partner's project staff, conduct regular field monitoring visits to assess project implementation progress, identify problems and issues to be addressed, recommend corrective actions, track follow-up actions, and promote compliance by the project.
  • Support periodic project review and reflection meetings; after-action review and documenting progress, issues, good practices, and lessons learned in the system along with learning patterns and reason of success and failure of interventions for learning purpose.
  • Support timely communication, collection, analysis, and reporting of Global Metric Tools (GMT) and Annual Operation Plan (AOP) to AP with necessary verification from the field. At the same time, conducting timely orientation, communication, and reporting changes to the stakeholders to place the understanding on the same page. 
  • Support to develop tools and systems for implementing community-based complaint and feedback mechanisms and timely monitoring and adjustments based on verified learning.
  • Support project/program team in conducting DPAC for accountability towards donors and governments. Moreover, support local partners in conducting social audits and public hearings for community accountability. 
  • Any additional duties as may be reasonably required by a supervisor within the above scope.

Knowledge and Skills: 

The role includes the operation of GIS-Database, MS Access database, and design and implementation of MEAL activities. So, s/he should possess the following skills and competencies

  • Strong working knowledge of monitoring, evaluation, and learning approaches, including logical frameworks and MEAL plans
  • Experience in data management through Management Information Systems including designing data collection instruments, managing data collection, data storage, analysis, and reports preparation
  • Strong analytical and research skills
  • Experience in preparation and conducting training/workshops
  • Ability to multi-task with conflicting priorities in multicultural environments
  • Able to ideate approaches and innovate processes
  • Strong in Microsoft applications such as Word, Excel, Access, and SPSS or other database and data analysis software.
  • Knowledge of local culture and language

 Education Qualification, Professional Experience

  • Minimum a Bachelor's degree in field related to information management, MEAL, engineering; statistics, social science or any relevant field with at least 5 years of professional experience in the development sector.
