The Netherlands Leprosy Relief (NLR) is a professional organisation working in leprosy and disabilities. Annually more than 200,000 new cases are detected, amongst which over 3,000 in Nepal. 

The organization is active in 9 countries in Africa, Asia and Latin America with a budget of € 10 million. NLR Nepal has been established in the year1977. Its annual budget is around € 425,000 and it is active in 27 districts (all 14 in province no 1, Saptari, Siraha and Parsa in province no 2, Gorkha in province no 4 and all 9 in province no 7).

The main partner for leprosy control is the Ministry of Health of Nepal. In provinces and district level NLR Nepal works closely together with Disabled Persons Organisations (DPOs) and h other important stakeholders such as local governments, health institutions, universities and hospitals. 

The NLR Nepal team consists of 17 staff. NLR provides technical support, on the job training, and coaching to health workers, local NGOs and DPOs.

Job Description

Under the overall guidance of the Country Director and the DD-PM, the M&E Officer will be responsible for the monitoring and evaluation of NLR Nepal Program and its projects.  The M&E officer will be responsible for designing and implementing the M&E activities of the Program and Project; assisting the line manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the management information system of the Project and will be responsible for the collection & analysis of different data in relation to the project activities in line with Outcome Mapping Approach. The Monitoring and Evaluation Officer will work in close collaboration with the Program and project team, Boundary Partners and Government officials, and other relevant stakeholders. 

Specific Functions and Responsibilities:

  • Developing a monitoring and evaluation framework for projects in line with the Outcome Mapping model to ensure their outcomes are achieved.
  • Monitor all project activities, expenditure and progress towards achieving the project outcomes
  • Effectively communicate project expectations to team members and boundary partners in a timely and clear fashion
  • Arrange data collection, compilation, analysis, interpretation of data received from different sources and use them for monitoring giving more attention to LPEP project
  • Recommend further improvement of indicators in line with OM approach
  • Review the process and outcome of quarterly, half yearly and annual performance reviews
  • Identify the capacity gaps in the field of M&E of Government institutions and boundary partners
  • Support the implementation agencies of NLR NEPAL funded programmes in establishing a M&E system thatensure a successful follow -up of the planned strategies
  • Support in drafting theToRs for Baseline, Mid -term and End of the Program Evaluations for each project
  • Participate in regular performance reviews and planning workshops
  • Lead in writing the annual report and quarterly reports and other report as required
  • Undertake any other tasks as assigned by the line manager and Country Director

Position Requirements:

  • Master degree in relevant field
  • At least 3 years direct work experience in a project in the capacity of M&E related responsibility
  • Advance knowledge/training in IT (information technology)
  • Strong familiarity with software, such as Database and operating systems, MS Office, Internet & Intranet
  • Competent and proficient understanding of platforms, such as international M&E practices
  • Excellent communication skills (written and oral)
  • Flexible during times of change
  • Persuasive, encouraging, and motivating
  • Ability to elicit cooperation from a wide variety of sources, including upper management, right holders, and other projects
  • Strong written and oral communication skills
  • Strong interpersonal skills
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial

Work Conditions:

  • Extended working hours. Overtime may be required in meet project deadlines
  • Some travel may be required for the purpose of meeting with right holders, stakeholders, or off-site personnel/management
