Accelerating Public and Private Investment in Infrastructure (APPIIC) being implemented by IMC Worldwide is Lot 1 of the UK aid-funded “Accelerating Investment and Infrastructure in Nepal” (AiiN) programme that aims to support the Government of Nepal in attracting investments and accelerating investments into completed projects.

APPIIC provides technical assistance to the Investment Board of Nepal (IBN), Ministry of Energy, Water Resources and Irrigation; Ministry of Physical Infrastructure and Transport and Ministry of Forest and Environment to increase public and private investment in large scale hydropower and transport infrastructure. APPIIC also manages DFID’s financial and human resources to IBN to facilitate private investment in Nepal’s infrastructure.

Location: The position is based in Kathmandu. 

Duration: 6-month contract with possibility of extension

The main responsibilities include: 

  • Monitoring and reporting on deliverables and milestones
  • Leadership on DFID reporting requirements and updating of MEL tools by technical teams 
  • Collection, management, and dissemination of information and data for adaptive management purposes 
  • Knowledge management systems for internal and external purposes 
  • Coordination with MEL expert to ensure the systems in place can respond to the adaptive nature of the programme. 

M&E tools, processes and reporting:

  • Facilitate and provide leadership to ensure effective design, review, and implementation of the project's Results Management Framework and Milestone management, including the tracking of project outcomes/outputs, performance indicators and targets, and renumeration milestones,  in line with DFID Smart indicators and reporting requirements
  • Work with the international MEL expert to review quarterly, and revise if needed, all existing M&E tools (results monitoring sheets, theories of change, workplans, risk matrices, etc) and develop new tools as needed
  • To lead write-ups for monthly, quarterly and annual reports to DFID, working closely with Intervention Leads and Team Leader to ensure quality and programmatic coherence across inputs
  • Ensure timely collection, management, and dissemination of data for reporting progress towards the project's objectives
  • Support internal and external audit and review processes; including VFM indicators and quarterly data collection; coordination and preparation support to technical teams

Knowledge Management and Adaptive Programming:

  • Development of collaboration, learning and adapting initiatives in coordination with APPIIC programmes (EPI and FSSP) and IMC.
  • To provide lessons learnt; briefing papers and other knowledge sharing mechanism within the team, APPIIC and external audiences. 
  • To manage and implement systems for an adaptive programme and ensure quality of outputs achieved. 
  • Establish and facilitate feedback forums on a regular basis to share accumulated learning across within the team and advise programme decision makers on the improvements to activity design and implementation processes. 

Required qualifications and professional experience

  • Advanced Degree in International Development or related field
  • At least 5 years’ experience working with development projects
  • Experience with DFID projects essential
  • Experience with MEL in the context of Infrastructure, Energy, Investment, Private Sector Development or Institutional Strengthening preferred
  • Excellent skills in data collection, results in monitoring, budgeting, value for money, reporting and coordinating workflows
  • Excellent skills in knowledge management and dissemination. 
  • Experience of adaptive management desirable
  • Political Economy Analysis skills desirable
  • Experience of supporting complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Excellent oral and written communication skills in English and Nepali
  • Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing for priorities often within a required timeframe
