ROLE PURPOSE:
MNCH FP Specialist will oversee implementation and quality of the maternal, newborn and child health and family planning activities of USAID’s Strengthening Systems for Better Health Activity jointly with the Kathmandu based MNCH/FP Specialist, Senior Technical Advisor and other Senior Management Team (SMT) members of the central and provincial technical teams. She/he will coordinate with the Social Development Ministries (Karnali Province and, as required, Province 5) and health department and sections looking after maternal, newborn child health and family planning (or appropriate authorities) of Ministry of Health at provincial level and other development partners primarily working in the field of MNCH and FP.
KEY AREAS OF ACCOUNTABILITY:
Program Support (LOE 80%)
- Oversee implementation of all MNCH and FP components for Strengthening Systems for Better Health Activity at provincial and local level
- Mentor, coach and support Activity team members, primarily multi-disciplinary team members in implementation modality and approaches for MNCH and FP initiatives
- Provide oversight to the Activity field teams and troubleshoot any technical challenges related to MNCH and FP aspects of the Activity, in coordination with Kathmandu based MNCH FP Specialist and other SMT members
- Work closely with other Specialists and support team at Surkhet field office and ensure appropriate coordination with work streams overseen by those colleagues
- Lead and prepare to conduct situation assessments, documentation and timely dissemination of existing MNCH and FP initiatives in health primarily focusing on Karnali Province and other areas and incorporate appropriate initiatives into Activity work plans and work plan prepared by Palika and Provincial governments
- Prepare and oversee implementation of MNCH and FP initiatives taken by the Activity and ensure timely delivery of activities (for example, monitoring against log frames, individual performance management work plans) at field level
Capacity Building (LOE 10%)
- Identify gaps, approaches, international and national best practices to improve clinical service delivery focusing maternal, newborn child health and family planning
- Develop capacity building plans for Activity team and stakeholders linking capacity building initiatives to wider opportunities identified on effective MNCH and FP initiatives
- Lead the identification and facilitation of capacity building measures for Activity staff, government and partners on clinical and management aspects of MNCH and FP, in coordination with Kathmandu-based MNCH/FP Specialist and Senior Technical Advisor
- Support multi-disciplinary teams to provide leadership, coaching and mentoring to health care providers, different management committee members, community groups, local NGOs and CBOs, coordination committees to ensure that they have clear objectives, plans and support to enhance community support for demand generation, management of health system, monitoring service delivery from equity perspectives
Coordination (LOE 10%)
- Represent Activity team in selected technical working groups at provincial level, and in national and provincial forums in coordination with Senior Technical Advisor and other SMT members
- Collaborate and work with line agencies including Social Development Ministry and other implementing partners and development agencies for smooth operations of activities on MNCH and FP activities
- Work with provincial team and multi-disciplinary local teams to build their capacity to work with local elected bodies and councils at sub-national level to ensure their engagement and support for planning, implementing, monitoring of MNCH and FP related project activities

QUALIFICATIONS AND EXPERIENCE
Essential
- University Degree in Medicine, Nursing or Public Health with experience in maternal, newborn and child health sector. Clinical background and experience preferred
- 6 years of minimum experience in related roles and responsibilities and experience working with sub-national stakeholders in health
Desirable:
- Previous experience of working in role with RHD and donor or NGO or civil societies
- Fluency in English and Nepali, both written and spoken
- Strong organizational, managerial and problem solving skills
- Strong leadership skills and ability to develop this skill in others
- Strong interpersonal skills with ability to work in multi-cultural environment
